Minutes of Board of Directors Special Meeting held April 27, 1995
The Board of Directors of the Costa Mesa Sanitary District
attended a duly noticed special meeting of Independent Special
Districts of Orange County ( ISDOC) on April 27, 1995, 7:00 p.m.,
at the Municipal Water District of Orange County, 10500 Ellis
Avenue, Fountain Valley.
Directors Present: James Ferryman, Arthur Perry, Nate Reade,
Arlene Schafer, Dan Worthington
Staff Present: Robin Hamers, Manager /Engineer
The minutes of the ISDOC meeting are as follows:
1. Special Districts Advisory Committee
ISDOC is proposing to form a 17 member Special Districts
Advisory Committee made up of directors and possibly staff
that will assist the Local Agency Formation Commission
( LAFCO) in reviewing reorganizations, dissolutions, and
other applications to LAFCO. The committee would be
selected by the Special District Selection Committee which
consists of the Board presidents or other designated
representatives of each special district. LAFCO appears
favorable to formation of the committee.
2. The LAFCO review of the possible privatization of the Santa
Margarita Water District will begin with a hearing in late
May, 1995.
3. A panel discussion was held regarding the application
(currently deemed incomplete by LAFCO) by the City of Garden
Grove (CGG) for dissolution of the Garden Grove Sanitary
District (GGSD). The panel consisted of three speakers:
Bruce Broadwater - Mayor of Garden Grove
Sheldon Singer - Director, GGSD
Jim Evans - Director, Midway City Sanitary District (MCSD)
The three speakers gave presentations outlining their
positions for or against the dissolution. The Mayor was for
the dissolution while the two Directors were against the
proposal. After the presentations, questions from the floor
were entertained. The managers of the City of Garden Grove
and the Garden Grove Sanitary District also answered
questions.

After the question and answer period ISDOC declined to take
a position at this time since the application for
dissolution is currently deemed incomplete by LAFCO. There
was also some confusion regarding the facts and figures
presented by both sides since the information was
contradictory.
No action on any item was taken by the Board of Directors of
the Costa Mesa Sanitary District.
