Minutes of Board of Directors Special Meeting held June 30, 1993
Call to Order: The Board of Directors of the Costa Mesa Sanitary District met in special
session on June 30, 1993, 12 Noon in the fifth floor conference room at
the Civic Center, 77 Fair Drive, Costa Mesa.
Roll Call: Director Present: James Wahner, Nate Reade, James
Ferryman, Art Perry, Mike Scheafer.
Staff Present: Robin Hamers, Manager /Engineer; . Roy
June, Attorney; Susan Temple, Treasurer;
Florine Reichle, Assistant Manager /Clerk of
the District.
Guests: Mike Silva, CR Transfer; Tony & Dolores
Otting, Hank Egigian, Five Star Rubbish;
Malcolm Dunn, Resident; and Hector
Castro, Register Staff.
• President Wahner called the meeting to order for the purpose of hearing two items and viewing
a video presentation on the Santa Ana River Main Stream Project.
C R Transfer - Requested Rate Increase:
Because of the unexpected closure of Santiago Canyon landfill, C R Transfer, the District's
recycler, has asked for an increase in rates to cover the cost of traveling six extra miles to Brea
Olinda Landfill. If granted the increase would cost the homeowner approximately $1.00 more
per year, a total of $25,000 to the District. The proposal was discussed and it was pointed out
that the contract specifies that there would be no additional cost to go to any other landfill other
than Bee Canyon (Bowerman) landfill. C R Transfer President, Mike Silva offered to forgo next
years cost of living increase (1994) in exchange for the increase this year. After hearing
comments from the guests and much discussion, it was decided to table this item to the July 8,
1993 regular meeting to allow staff time for additional research to provide additional information
requested by the directors.
Video - Santa Ana River Main Stream Project:
A video was shown of the Santa Ana River Main Street project.
Personnel Matter -
• The Board convened to closed session to discuss a personnel matter. After reconvening to
regular session, the Board reported that the City's golden handshake retirement offer to Ms
