Subject: P roposal to provide services related to assessing overall District
Communications
Dear Mr. Ferryman ,
This l etter outlines the approach for BHI Management Consulting to assess District
communications . The Consultant assigned for this work will be Brent Ives, Principal of
BHI Management Consulting
Approach – The assessment will take place upon indication of Boa rd acceptance and
will proceed as fo llows :
1. Consultant will first request and review all past performance reviews, GM job
description, any performance expectations , goals and/or objective s that were
generated by the Board of Directors during past two evalu ations . Electronic
copies of the last 4 months regular Board meeting minutes will also be required .
It is expected that the Consultant will be provided with any and all relevant
background materials and/or documentation that may have a bearing on this
ass essment in the view of the Board President and/or District’s counsel . (6 hours)
2. Consultant will perform interviews within the District to determine how
communications are taking place within the staff, up to and including the GM, as
well as communications be tween the GM and Board. Two days of in -District
interviews are anticipated. (16 hours )
3. Consultant will prepare a report to the Board of Directors regarding the state of
communications at the District and present this report to the Board at a meeting to
be determined by the Board. (8 hours )

Cost - G iven the scope of work outlined above , BHI Management Consulting proposes
30 hours to accomplish the tasks. Mr. Ives’ preferred client hourly rate is $20 0/hr. (20%
reduced fee rate). Additionally, i t is ant icipated that the Consultant will need two trips
into the District
to accomplish the tasks. As outlined above, the cost of the training to be $70 00 .00 fixed
price inclusive of all expense s .
