BOARD OF DIRECTORS
® SPECIAL MEETING
November 1, 1990
CALL TO ORDER A Special Meeting of the Board of Directors of the
Costa Mesa Sanitary District was called to order
by President Wahner on November 1, 1990 at 12 noon
in the First Floor Conference Room, Costa Mesa
City Hall.
ROLL CALL Present: Directors - Wahner, Green,
Ferryman.
Mr. Hamers outlined the probable causes for the
sewage odors in the Tustin Avenue, Santa Ana
Avenue and Elden Pumping Stations. He recommended
that a chemical neutralizer be applied to the
Tustin Station by installing a pump and storage
tank and that a chemical be added to the wet well
of the Santa Ana and Elden Stations to create an
impervious layer which will block odors from
leaving the stations. He stated the cost for all
three stations would be approximately $15,000.

Severe Sewage Odors
Further finding that it is deemed unreasonable to
delay addressing or deferring the problem to a
regular monthly meeting of the District Board and
that an emergency exists justifying suspension of
normal procedures followed by the Board in
expending funds for purchasing materials and /or
letting contracts.

APPROPRIATION
Ms Temple suggested that since an appropriation of
FUNDS
funds was necessary, that funds for the estimated
annual cost of $30,000 be transferred into the
maintenance account rather than just the funds for
the immediate cost of $15,000.
MOTION:
Motion was made by Director Ferryman, seconded by
Director Green, to transfer $30;000 from the
unappropriated fund balance of the General Fund to
the repairs and maintenance account. Motion
carried by the following roll call vote:
AYES: Directors - Wahner, Green, Ferryman.
NOES: Directors - None
Implement Programs
Motion was.made by Director Ferryman, seconded by

call vote:

President Wahner suggested that the lines upstream
of the Elden Station be checked for possible
contribution to the problem.
OURNMENT
There being no further business on the agenda,
President Wahner adjourned the meeting at
12:35 p.m.
