August 6, 1987 CALL TO ORDER President Wahner called the meeting to order at 7:30 p.m. ROLL CALL Present: Directors - Wahner, Crank, Hanson, Green Absent: Directors - Johnson Officials Present: Bruce Mattern, Manager Ray June, Attorney Robert Oman, Finance Director Robin Hamers, Engineer Florine Reichle, Assistant Secretary PUBLIC HEARING President Wahner informed the Board that this was the Trash Assessment time and place.fixed, pursuant to the notice given, for the hearing of protests and objections, and requests for exemption, to the proposed assessment for trash and garbage collection, as set forth in the report filed with the Secretary /Clerk of the District. NOTICE OF PUBLICATION Ms. Reichle informed the Board that the Notice of Public Hearing had been published twice, July 17 and 24, 1987, as required by law, and the affidavit of publication is on file in the District Office. She also stated that no written protests have been received. PUBLIC HEARING President Wahner declared the Public Hearing closed. CLOSED TRASH ASSESSMENT Mr. Mattern informed the Board that based on the informa- RATE ADOPTED tion available as of August 5, 1987, the trash assessment total value was estimated.at $1,373,179, or.$70.13 per occupancy. Director Green made a motion, seconded by Director Hanson, to adopt the Trash Assessment Rate as presented. MOTION: Notion carried by the following roll call vote: AYES: DIRECTORS - Wahner, Crank, Hanson, Green NOES: DIRECTORS - None ABSENT: DIRECTORS - Johnson RESOLUTION Director Green made a motion, seconded by Director Hanson, NO. 87 -458 that Resolution No. 87 -458, being a RESOLUTION OF THE COSTA MESA SANITARY DISTRICT, OF ORANGE COUNTY, CALIFORNIA, DECLARING NO PROTESTS LODGED TO THE PROPOSED J RESOLUTION ASSESSMENT FOR TRASH COLLECTION AND ADOPTING THE REPORT NO. 87 -458 ON FILE WITH THE CLERK OF THE DISTRICT, be adopted. (Continued) MOTION: Notion carried by the following roll call vote: AYES: DIRECTORS - Wahner, Crank, Hanson, Green NOES: DIRECTORS - None ABSENT: DIRECTORS - Johnson PUBLIC HEARING President Wahner informed the Board that this was the Liquid Waste Disposal time and place fixed, pursuant to the notice given, for the hearing of protests and objections, and requests for exemption, to the proposed Sewer User Fee, as set forth in the report filed with the Secretary /Clerk of the District. The following rates were recommended: Single Family $ 7.66 Multi /Mobile Homes 8.43 Commercial 8.02 Industrial 15.79 Other 3.79 MOTION: Director Hanson made a motion, seconded by Director Crank to adopt the Sewer User Fee rates as presented. Motion carried by the following roll call votes: AYES: DIRECTORS - Wahner, Crank, Hanson, Green NOES: DIRECTORS - None ABSENT: DIRECTORS - Johnson RESOLUTION Director Hanson made a motion, seconded by Director NO. 87 -459 Crank, that Resolution No. 87 -459, being a RESOLUTION OF THE COSTA MESA SANITARY DISTRICT OF ORANGE COUNTY CALIFORNIA, DECLARING NO PROTESTS TO THE PROPOSED USER FEE FOR LIQUID WASTE DISPOSAL AND ADOPTING THE REPORT ON FILE WITH THE CLERK OF THE DISTRICT, be adopted. Notion carried by athe following roll call vote: AYES: DIRECTORS - Wahner, Crank, Hanson, Green NOES: DIRECTORS - None ABSENT: DIRECTORS - Johnson -2- .p I SEWER BACKUP Mr. Mattern reported that on two occasions this year, 3064 Java Road there has been some sewer backup on the property at 3064 Java Road, owned by Mr. and Mrs. Robert Cole. He said that he had met with Mr. Hamers and others from the Sanitation Crews to investigate the existing conditions at this location. On that date, everything seemed to be flawing freely but in order to complete his investigation, he felt the lines should be videoed to see if a possible obstruction exists. He requested authorization to spend up to $2,500 to televise the lines and foam if necessary. MOTION: Director Green made a motion, seconded by Director Crank to authorize the expenditure, not to exceed $2,500.
