April 14, 1983
Call to Order The meeting was called to order by President
Wahner at 7:30 p.m.

MINUTES On motion by Director Green, seconded by
March 10, 1983 Director Hanson, and unanimously carried, the
minutes of the regular meeting of March 10,
1983, were approved as distributed and posted.
® WRITTEN Mr. Mattern circulated a copy of the California
COMMUNICATIONS Special Districts' Association newsbriefs.
REPORTS Mr. Mattern read the Occupancy Report indicating
Occupancy there have been no changes during the past month,
leaving the total as of April 1, 1983, 21,051.5
units.
MOTION On motion by Director Green, seconded by Director
Hanson, and unanimously carried, the report was
received and filed.
Financial On motion by Director Hanson, seconded by Director
Green, the Financial Report for March 1983 was
approved as submitted by Mr. Oman.
Project Status Mr. Hamers reported the Master Plan Update Report
is nearly complete and will be ready for printing
this month; construction is under way on the Tustin
Avenue Pumping Station; and the project to Update
District Records at City is progressing, additional
manpower from the City has been assigned to assist.

Award of Contract On motion by Director Crank, seconded by Director
MOTION Hutchison, the contract was awarded to Gallacher •
Company, Inc., in the amount of $28,730. Motion
carried by the following roll call vote:

23rd Street Pumping Bids were opened on April 6, 1983, for the con -
Station & Force Main struction of this project with Robert G. Castongia,
Project 1112100 -77 Inc., 12323 -1/2 Woodruff Avenue, Downey, California
90241, being the lowest responsible bidder.
Award of Contract On motion by Director Hanson, seconded by Director
MOTION Crank, the contract was awarded to Robert G.
Castongia, Inc., in the amount of $86,666.50.

Mr. June presented a Resolution making application

Hanson, that Resolution No. 83 -390, being a RESO-
LUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA
MOTION
SANITARY DISTRICT, ORANGE COUNTY, CALIFORNIA, MAKING
APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION
OF ORANGE COUNTY, CALIFORNIA, FOR DETACHMENT OF
TERRITORY TO THE DISTRICT, BEING DETACHMENT NO.
83 -01, be adopted. Motion carried by the following
roll call vote:

Warrant Report Director Hanson made a motion, seconded by Director
• No. 82 -11 Hutchison, to authorize the President and Secretary
to sign Report No. 82 -11, instructing the County
Auditor to draw a warrant from the Costa Mesa
Sanitary District General Fund in the amount of
$152,210.83. Motion carried by the following
roll call vote:

Warrant Report Director Hanson made a motion, seconded by Director
No. 82 -12 Hutchison, to authorize the President and Secretary
to sign Report No. 82 -12, instructing the County
Auditor to draw a warrant from the Facilities
Revolving Fund in the amount of $180. Motion
carried by the following roll call vote:

Consolidation Director Hanson presented a copy of a draft to
of Districts in the Coastal Municipal Water District which opposes
40 Orange County consolidation of districts in Orange County as
recommended in the 1981 -82 Grand Jury's report.
After discussion, staff was directed to draft a
similar letter to be signed at the next meeting.
