MINUTES OF THE REGULAR ADJOURNED MEETING
• BOARD OF DIRECTORS
COSTA MESA SANITARY DISTRICT
October 20, 1981
Call to Order The meeting was called to order by President
Wahner at 7:00 p.m.
Roll Call Present: Directors - Wahner, Crank,
Hutchison, Hanson, Green
Absent: Directors - None
Officials Present: Manager Mattern
Executive Psdresident Wahner adjourned the meeting to Exec -
Session utive Session at 7:02 p.m. to discuss personnel
matters regarding the District Engineer's monthly
retainer.
The Board reconvened to the regular adjourned
meeting at 8:00 p.m.
District The Board discussed the lack of any formal agreement
Engineer between the District Engineer, and their desire to
formalize the board and District Engineer's rela-
tionship through a defined job description and a
formal agreement. The Board also discussed their
desire to investigate possible cost saving methods
for the District.
MOTION Director Hanson made a motion, seconded by Direc-
tor Green to reject Engineer Steven's proposal of
$3,500 per month dated October 19, 1981, for engi-
neering services. Motion was carried by the
following roll call vote:
AYES: DIRECTORS: Wahner, Crank, Hutchison,
Hanson, Green
NOES: DIRECTORS: None
ABSENT: DIRECTORS: None
MOTION Director Hanson made a motion, seconded by Direc-
tor Hutchison to delay further consideration on the
1981 -82 Capital Improvement Program. Motion was
carried by the following roll call vote:

Hanson, Green

MOTION Director Hutchison made a motion, seconded by Direc-
for Hanson directing the Manager to prepare Requests
for Proposals to advertise for a District Engineer
based on the job description, duties and functions
as approved by the Board on September 10, 1981.
Motion was carried by the following roll call vote:
AYES: DIRECTORS: Wahner, Crank, Hutchison,
Hanson, Green
NOES: DIRECTORS:- None
ABSENT: DIRECTORS: None
MOTION Director Hutchison made a motion, seconded by Direc-
tor Hanson to send Requests for Proposals to.firms
within the jurisdictional boundaries of the Costa
Mesa Sanitary District, including Mr. Donald Stevens.
Motion was carried by the following roll call vote::
AYES: DIRECTORS: Wahner, Crank, Hutchison,
Hanson, Green
NOES: DIRECTORS: None
ABSENT: DIRECTORS: None
MOTION Director Hanson made a motion, seconded by Director
Hutchison to request Engineer Stevens' support and
help in the Board's endeavors. Motion was carried
by the following roll call vote:

ABSENT: DIRECTORS: None
MOTION Director Hanson made a motion, seconded by Director
Hutchison to ask Mr. Stevens' to act as the District
Engineer for a fee based on his proposal dated
October 2,1981, of $825 per month for his services
with all other work being on a time and materials
basis up to a maximum of $3,500 per month, until the
District Engineer's position has been formalized.
