BOARD OF DIRECTORS
COSTA MESA SANITARY DISTRICT
October 22, 1980
Call to Order The meeting was called to order at 7:30 p.m.
by President Wahner. -
Roll Call Present: Directors - Wahner, Crank,
Hutchison, Hanson, Green
Absent: Directors - None
Officials Present: Manager Mattern, Attorney

Director Miller, Engineer
Stevens, Assistant Secretary

President Wahner stated this was the time and
place for the Special Meeting of the Board of
Directors of the Costa Mesa Sanitary District to
discuss sewer service contracts with developers
whose property has been held up from annexation
to the District because of Assembly Bill 8
negotiations.
Various interested members of the public were
present.
Sewer Service Attorney June explained the background leading
Agreement to Staff being directed to prepare a draft
agreement. Attorney June then reviewed the
agreement with the Board. The suggested amend-
ment by Manager Mattern regarding fees was dis-
cussed. The provision for a legal description
to adequately define property involved in an
agreement to be attached as an exhibit, was also
discussed.
Motion was made by Director Hutchison, seconded
by Director Hanson, to approve the sewer service
agreement in concept, as amended. Motion was
carried by the following roll call vote:
AYES: DIRECTORS: Wahner, Hutchison, Crank,
Hanson, Green
NOES: DIRECTORS: None
ABSENT: DIRECTORS: None
10 Motion was made by Director Hanson, seconded by
Director Hutchison, and unanimously carried, to
deliver copies of the agreement to prospective
applicants.
Recess President Wahner declared a recess at 8:25 p.m.
and the meeting reconvened at 8:35 p.m. 16
Minutes of Upon motion by Director Hanson, seconded by
October 9, 1980 Director Crank, and unanimously carried, the
Minutes of October 9, 1980, were approved as
submitted.
Director Hanson announced the date established
for the Social Meeting of the Independent Special
Districts of Orange County would be November 21,
1980. He invited the Board Members and Staff to
attend.
Adjournment President Wahner declared the meeting adjourned
at 8:40 p.m.
