MINUTES OF THE REGULAR ADJOURNED MEETING
BOARD OF DIRECTORS OF THE
COSTA MESA SANITARY DISTRICT
HELD AT 77 FAIR DRIVE
May 18, 1976
Present: Directors - Hutchison, Glockner, Warren,
Briggs
Absent: Directors - Rima
Officials Present: Manager Eldridge, Engineer Stevens,
Director of Finance Oman, Attorney

The Board of Directors of the Costa Mesa Sanitary
District met in adjourned regular session at 7:30 p.m
May 18, 1976, at the City Hall, 77 Fair Drive, Costa
Mesa, California, having adjourned at the adjourned
session of May 13, 1976. A copy -of the notice of
adjournment was posted and delivered as required by
law.
In the absence of President Rima, Director Briggs
made a motion that Director Warren be appointed
President Pro Tem. This motion was seconded by
Director Glockner, and unanimously carried.
The meeting was called to order at 7:30 p.m. by
President Pro Tem Warren.
Manager Eldridge briefly summarized the previous
Board discussion regarding commercial servicing and
assessments.
Notices were sent to the eighty three (83) commercial
parcels assessed on the 1975 -76 tax rolls for trash
pickup, advising them of this meeting. The notice
explained that the Board would be considering the
discontinuance of rubbish disposal service to
commercial parcels, effective June 30, 1976. It also
explained that if the service was eliminated the trash
assessment would be removed from their 1976 -77 tax
records.
One communication was received from Harry L. DeBiddle,
owner of the Tune -Up Shop, 2020 Newport Boulevard,
Costa Mesa, requesting the continuance of the present
trash service. Mr. A.C. Petitte, 2109 Harbor Boulevard,
Costa Mesa, addressed the Board on this matter. He
indicated that he does not have adequate room on his
property for dumpster service. He was advised that
several disposal companies in the area can service his
parcels continuing the barrel pickup, without going
to dumpster service.

Director Briggs made a motion to adopt Ordinance No. 12,
being AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE
COSTA MESA SANITARY DISTRICT, WITHDRAWING COMMERCIAL
TRASH PICKUP SERVICE FROM THE TRASH COLLECTION ASSESSMENT
DISTRICT, AND STATING REASONS THEREFOR. This is an
Urgency Ordinance effective immediately.
This motion was seconded by Director Glockner, and
carried by the following roll call vote:
AYES: Directors - Hutchison, Glockner, Briggs
Warren
NOES: Directors - None
ABSENT: Directors - Rima
Orco Contract Director Briggs made a motion to amend the contract
Amended with Orco Disposal Service, Incorporated, to reflect
the change created by Ordinance No. 12. This motion
was seconded by Director Glockner, and carried
unanimously. (Director Rima absent.)
Ojournment Upon motion by Director Briggs, seconded by Director
Hutchison, and unanimously carried, the meeting
adjourned at 8:10 p.m.
