MINUTES OF BOARD OF DIRECTORS SPECIAL MEETING
AUGUST 19, 2013
CALL TO ORDER The Board of Directors of the Costa Mesa
Sanitary District met in special session on
August 19, 2013 at 9:00A.M. at 628 W. 19th
Street, Costa Mesa and 34 Brookharbor
Village, Manistee, MI.
ROLL CALL DIRECTORS PRESENT: James Ferryman, Robert Ooten (via
conference call), Art Perry, Arlene Schafer,
Mike Scheafer
DIRECTORS ABSENT: None
STAFF PRESENT: Scott Carroll, General Manager; Alan Burns,
District Counsel; Noelani Middenway, Deputy
Clerk of the District; Marc Davis, District
Treasurer
OTHERS PRESENT: Jim Mosher, Resident
PUBLIC COMMENT
President Ferryman invited members of the public to address the Board.
Mr. Jim Mosher provided public comment and felt that the discussions regarding the
General Manager's performance should be conducted in open session. _
Seeing no one further, President Ferryman closed public comments.
President Ferryman stated that the discussions regarding the agenda item were within
the requirements of the Brown Act.
President Ferryman adjourned into closed session at 9:03 a.m. to evaluate the
performance of the General Manager pursuant to Government Code Section 54957.

General Manager Carroll, Mr. Davis, Ms. Middenway, and Mr. Jim Mosher exited the
closed session at this time.
Mr. Davis entered into closed session at 9:26 a.m.
Mr. Davis exited the closed session at 9:50 a.m.
Mr. Burns exited the closed session at 10:05 a.m.
Mr. Carroll and Mr. Burns entered into closed session at 10:08 a.m.
The Board recessed from closed session and Mr. Carroll exited the meeting at 10:56
a.m.
The Board reconvened to closed session at 11:05 a.m.
Director Perry exited the meeting at 11:48 a.m.
President Ferryman reconvened to open session at 11:50 a.m. and indicated that there
was no reportable action.
President Ferryman indicated that the meeting is continued to 8:30 a.m. on September
9, 2013.
ADJOURNMENT
There being no further business to come before the Board, President Ferryman
adjourned the meeting at 11:55 a.m.
