Subject: Propos ed Emergency Services Agreement – Alpha Traffic Services, Inc.
Summary
The District’s emergency response plans include implementing traffic control to e nsure
workplace safety and to satisfy the requirements of the governing agencies owning the
streets where District sewers are located. These agencies include the City of Costa Mesa,
City of Newport Beach, County of Orange , and Caltrans. Recently, one of the two traffic
control companies the District had under emergency services agreement disbanded and,
therefore, the District desires to enter into an agreement with a new company. The
proposed company, Alpha Traffic Services, Inc., is well established and qualified and a
main point of contract for the District from the disbanded company is now with Alpha
Traffic Services.

T he Board of Directors approve s and execute s the emergency services agreement .
Analysis
Successful emergency response begins with the ability to quickly mobilize Costa Mesa
Sanitary District staff and licensed and qualified contractors who have expertise in the
appropriate areas of work. In 1998 -1999, the District entered into emergency services
agreements with small and large pipeline construction companies, pumping station
contractors, manhole contractors, and sewer cleaning and televising com panies.
In the last few years, governing agencies have imposed stricter traffic control requirements
and specialty traffic control companies have grown from this requirement. The majority of
District construction projects require traffic control consisting of lane closures, cones,
delineators, signs, and flashing arrow boards. Alpha Traffic Services has the ability to

both prepare traffic control plans meeting agency requirements as well as quickly
mobilizing manpower to meet the needs of the District.
H aving an emergency services agreement on file protects the District as the District will
have proper insurance on file, indemnification provisions in force, and other protection s .
Strategic Plan Element & Goal
This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and it complies
with the strategy of this element, which states:
”We will do this by the careful management of the collection infrastructure using prudent
planning and maintenance, w ith financial strategies to maintain sufficient capacity and
respond to changing regulatory demands.”
Legal Review
District Deputy C ounsel has reviewed and signed the proposed agreement attached
hereto.
Financial Review
Staff estimates the District will use Alpha Traffic Services approximately five times per year
that will cost approximately $7,500 to $10,000 annually.
Public Notice Process
Copies of this report are on file and will be included with the entire agenda pac ket for the
August 29, 2013 regular meeting at District Headquarters and on the District website.

1. Do not enter into emergency services agreements.
2. Refer the matter back to staff for additional information .
