15 - Rewarding Ideas ProgramProtecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Board of Directors From: Scott Carroll , General Manager Date: August 29, 2013 Subject: Reward ing Ideas Program Summary Last year, the Board of Directors approved Administrative Regulations No. 20.40 to help encourage employees to generate ideas for organizational improvements and providing a system for answering and recognizing adopted ideas. Employees are eligible to receive a monetary reward of up to $1,000 for ideas that generate significant savings to the organization . S taff Recommendation That the Board of Directors approve s rewarding the following employees for their ideas: 1. Anna Sanchez, $850 for saving $4,250.41 on copy machines. 2. Javier Ochiqui, $100 for enhancing employee morale and promoting and branding CMSD. 3. Jaesen Alfassa, $100 for parking lot safety. Analysis Anna Sanchez idea restructured HQ/Yard equipment for copy machines that will save the District over $4,000 annually. Instead of buying a new plotter printer for the Yard at a cost of $5,104.14, Ms. Sanchez suggested moving the existing copy/printer machine from HQ to the Yard to meet their color and plotting needs. In addition, HQ would receive a new copying/printing machine that is faster and has the ability to fax documents. The existing fax machine at HQ would be relocated to the Yard to meet their faxing needs. According to Administrative Regulations No. 20.40 approved ideas that provide s tangible benefit s from either additional revenues or savings in materials, equipment, overhead or deleted positions, a cash award of 20% of the first years revenues/savings ITEM NO. 15 Board of Directors August 29 , 2013 Page 2 of 2 may be awarded. In no event will the monetary award to any one suggestion exceed $1,000. Ms. Sanch ez suggested idea will save the District $4,250.41 in which 20% of this savings is $850, which is the amount recommended for award. Javier Ochiqui idea is to enhance the District’s Employee of the Year Program. Currently, recipients of this award receive an engrave glass plaque, name on the wall in the front lob by and a $100 gift card. Mr. Ochiqui’s suggestion would enhance the program by allowing the employee of the year choose an item of his/her choice of an attire (e.g. polo shirt, jacket, sweater, et c.) from an approved catalog with the CMSD logo on it. This ide a will promote pride from the employee of the year and give him/her a since of belonging to the organization. The cost of the attire with CMSD logo will not exceed $100. According to Administrative Regulations No. 20.40 approved ideas that provide intangible benefits to a department, a certificate of commendation or a cash award up to $100 may be a warded . These intangible benefits may include time savings, improved morale, improved customer service, etc. for which monetary values cannot be determined. Because Mr. Ochiqui suggested idea provide an intangible benefit to the organization, $100 is the amount recommended for award. Jaesen Alfassa idea is to improve parking safety at the Yard . Mr. Alfassa suggestion is to install parking stops in the Yard parking lot to prevent vehicles from accidently running over copper lines when trying to park in the Yard. Mr. Alfassa’s suggestion would improve safety in the Yard and pr event equipment damages. According to Administrative Regulations No. 20.40 approved ideas that provide intangible benefits to a department, a certificate of commendation or a cash award up to $100 may be a warded . These intangible benefits may include ti me savings, improved morale, improved customer service, etc. for which monetary values cannot be determined. Because Mr. Alfassa suggested idea provide an intangible benefit to the organization, $100 is the amount recommended for award. Strategic Plan Element & Goal This item complies wi t h the objective and strategy of Strategic Element 5.0, Administrative Management , which states the following: 5.0 Administrative Management Objective: To create, maintain and implement policies and procedures to ensure sound management of the District. Strategy: We will conduct periodic reviews, refine and implement policies and procedures, and assure the General Manager has the direction and tools necessary for successful District operations. There is sufficient funding available in the Rewarding Ideas Program budget to approve this award. There is $10,000 budgeted in the FY 2013 -14 Budget under Incentive P ay. The cost to purchase and install six parking stops at the Yard is $340. The cost to purchase an attire with CMSD logo will not exceed $100.
