This report summarizes major points for three ordinance enforcement top ics covering
Scav enging, Graffiti, and Trash Container Enforcement .
Scavenging : In the m onth o f July , only one repor t of scavenging activity was made to the
District HQs.
It was reported that scavenging was taking place every Wednesday afternoon , between
the hours of 6p and 8p, in the “State Streets ” neighborhood. On July 17, at approximately
7pm, I observed an individual that fit the description provided, going down Iowa St. As I
followed him closely for about 30 minutes, I pulled him over. I identified myself, advised
him that scavenging is illegal in the city, and took pictures and his information. Because I
did not see him go through any trash bins, I did not cite him. I did follow up on July 31, by
patrolling the neighborhood around the same time, but I did not see t his individual any
further.
There were no citatio ns issued for the month.

Trash Container Enforcement : In the month of July, there were no complaint s that came
into the District HQ s to report address es that leave their trash bins (t/b) in public sight
(p/s). I did spend time going back to previous addresses t hat were issued a 1 st Notice in
the last 3 -4 months to follow up.
A summary of the courtesy notice process for the District OEO is provided in the following
chart and demonstrates the effectiveness of a “1 st N otice”:
