MINUTES OF BOARD OF DIRECTORS SPECIAL MEETING
JUNE 19, 2013
CALL TO ORDER The Board of Directors of the Costa Mesa
Sanitary District met in special session on
June 19, 2013 at 9:30A.M. at 628 W. 19th
Street, Costa Mesa.
ROLL CALL DIRECTORS PRESENT: James Ferryman, Robert Ooten,
Art Perry, Arlene Schafer, Mike Scheafer
DIRECTORS ABSENT: None
STAFF PRESENT: Scott Carroll, General Manager; Alan Burns,
District Counsel; Anna Sanchez,
Administrative Service Manager; Noelani
Middenway, Deputy Clerk of the District; Rob
Hamers, District Engineer
OTHERS PRESENT: Jim Mosher, Resident
PUBLIC COMMENT
President Ferryman invited members of the public to address the Board.
Mr. Jim Mosher provided public comment regarding Brown Act exemptions and
provisions and expressed that he felt it important for the public to know the details of
how the decisions were made.
President Ferryman closed public comments.
The Board entered into closed session at 9:36 a.m. to evaluate the performance of the
District Engineer pursuant to Government Code Section 54957.
The Board reconvened to open session at 10:05 a.m.
Ms. Anna Sanchez entered the meeting at this time.

President Ferryman reported out that no reportable action had been taken.
The Board reconvened to closed session at 10:06 a.m. to discuss the appointment of
the Finance Manager pursuant to Government Code Section 54957.
The Board reconvened to open session at 10:23 a.m.
President Ferryman reported out that no reportable action had been taken.
ADJOURNMENT
There being no further business to come before the Board, President Ferryman
adjourned the meeting at 10:24 a.m.
