16 - 58th Annual CASA ConferenceITEM NO. 16 Costa Mesa Sanitary District Memorandum To: Board of Directors ...an Independent Special District From: Scott Carroll, General Manager Date: July 31, 2013 Subject: 581h Annual California Association of Sanitation Agencies (CASA) Conference Summary CASA's 58th Annual Conference is scheduled on August 21 through August 24, 2013 in San Diego, California. Several Board members have expressed interest to attend this conference. Staff Recommendation That the Board of Directors approves attending this conference in San Diego. Analysis Section 3.01.090(a) of the District's Operations Code requires Board approval to attend conferences outside of Orange County. CASA's 58th Annual Conference is scheduled to begin on August 21s' at the Manchester Grand Hyatt in San Diego. Some of the topics at the conference include: • Innovative Strategies for Building Your Organization's Leadership Team • Innovative Capital Projects • Carlsbad Desalination Project • Roadmap to Sustainable Energy Management On December 20, 2012, the Board approved its 2013 Meeting Schedule that included rescheduling the August Board meeting to August 29th, because the Board knew that the upcoming CASA conference conflicts with the regular August meeting, which is the fourth Thursday of the month. Legal Review Not applicable Financial Review There are three Directors that are scheduled to attend the CASA conference. The total registration cost is $2,025 ($675 per person). Hotel accommodations are estimated at $2,178 ($219 plus tax per night). The estimated cost of transportation by personal vehicles is $303.40 (2013 standard mileage rate issued by the Internal Revenue Service (IRS) is $0.56.5 cents per mile. Cost for meals is estimated at $675 ($75 a day per person). Staff estimates the total cost to attend the 58th Annual Conference in San Diego is $5,181.40. In the FY 2013 -14 Budget, $10,800 is budgeted for the CASA conference. Public Notice Process Copies of this report are on file and will be included with the entire agenda packet for the July 31, 2013 Board of Directors regular meeting at District headquarters and on District's website.
