Subject: Sha rps and Pharmaceuticals Program
Summary
The Sharps and Pharmaceuticals Program collects used sharps and pharmaceuticals
and properly disposes of them for residents free of charge. Residents are able to
dispose of their sharps and pharmaceuticals at four ph armacies located in Costa
Mesa. These sharps and pharmaceuticals are placed in a specifically designed d rop
box inside the pharmacy. Proper disposal of sharps and pharmaceuticals ensures the
safety of the community and protects the environment . Staff is pr oviding the
Operations Committee with a program update.
Staff Recommendation
Staff recommends the Operations Committee to receive and file this report.
Analysis
The purpose of the program ensures p roper disposal of discarded needles and other
sharps to prevent health risk s to the public and waste workers. The program also
prevents further contamination of pharmaceuticals in the water stream. The collection
of sharps includes syringes, pen needles, and lancets. The collection of
pharmaceuticals includ es any unneeded, “non -controlled,” prescription, and over -the -
counter medications.
In fiscal year 2011 -2012, the program collected a total of 836.50 lbs. in
pharmaceuticals and a total of 1 ,379 lbs. in sharps. The performance data indicates
that the mont h of March collected the highest amounts of pharmaceuticals and sharps.

In addition, the data indicates Steven’s Pharmacy as the location that generate d the
most waste. The total cost of the program for that fiscal year was $14,544.75.
The current fiscal year has experienced a steady increase in the amount of sharps and
pharmaceuticals collected. The program has collected a total of 701 lbs. in
pharmaceuticals and a total of 1 ,370.5 0 lbs. in sharps. Steven’s Pharmacy continues
to be the location that gene rates the most waste. It would appear that the program has
been successful based on the total amount of sharps and pharmaceuticals collected.
The data from the program can be found in the following attachme nts (Attachment 1)
that illustrate the total amo unt of pounds for pharmaceuticals and sharps collected.

This item complies with the objective and strategy of Strategic Element 2.0, Solid
Waste, which states:
“Objective: Our objective is to manage the collection and recycling of residential trash
in the most economical and environmentally friendly way.”
“Strategy : We will do this by looking for ways to improve efficienc ies, achieve high
customer satisfaction, and considering prudent new recycling methods.”

Financial Review
The District has budgeted $15,000 for the sharps program and $10,000 for the
pharmaceutical program. St aff believes that adequate funds are available.

posted on the District’s website .
