MINUTES OF THE REGULAR MEETING BOARD OF DIRECTORS COSTA MESA SANITARY DISTRICT HELD AT 77 FAIR DRIVE January 2, 1974 Roll Call Present: Directors - Briggs, Warren, Rima, Porter Absent: Directors - Glockner Officials Present: Manager Eldridge, Director of Finance Oman, Engineer Stevens, Assistant Attorney Humphries, Assistant Secretary Machamer. The meeting was called to order at 7:35 p.m. by President Porter. Minutes of Upon motion by Director Warren, seconded by Director Rima, December 5, and unanimously carried, the minutes of December 5, 1973, 1973 were approved as posted and distributed. Exemption Manager Eldridge reported that a written report will Policy be submitted to the Board on .theire- evaluation of the exemption policy at the February meeting. Occupancy A communication was read by Manager Eldridge requesting �eport an addition of 19 units to the Occupancy Count. It was moved by Director Warren, seconded by Director Briggs, and unanimously carried, that 19 units be added to the Occupancy Count making a total of 20,458 as of January 1, 1974. Financial Upon motion by Director:Warren, seconded by Director Report Briggs, and unanimously carried, the Financial Report for the month of December, 1973, was approved as submitted. Easement Manager Eldridge submitted Deed No. 2297 from Koll... Deed Income Properties, a corporation, to the District for a sewer easement at Harbor Boulevard near South Coast Drive. Director Briggs made a motion, seconded by Director Warren, that this easement deed be accepted and the secretary instructed to place said deed onr record with the County Recorder. This motion carried by the following roll call vote: AYES: Directors - Briggs, Warren, Rima, Porter NOES: Directors - None ABSENT: Directors - Glockner Engineer's Engineer Stevens submitted his proposal for furnishing Proposal for the engineering work and services for the Reconstruction Adams Avenue of a Sewage Pumping Station in Adams Avenue as follows: 16 umping Station 1. Prepare preliminary engineering studies and design for review and approval. 4. Prepare environmental impact report. 5. Prepare engineering data for regulatory permit application that may be required by the City and /or State. 6. Prepare plans and specifications. 7. Prepare estimates of quantities and costs. 8. Deliver copies of the plans and specifications for the District's use in distribution to prospective bidders, etc. 9. Assist the District or its agent in securing bids, tabulation and analysis of bid results, and in letting the contract. 10. Check shop and work drawings as may be submitted by the contractor. 11. Furnish consultation and advice to the District • or its agent during construction. 12. Review laboratory reports on material tests and inspections and correlate such reports with the intention of the plans and specifications. 13. Furnish periodic observations of construction work in progress and provide appropriate reports to the District or its agent. 14. Furnish a final inspection and report of the complete project with a representative of the District or its agent. 15. Furnish periodic observations of construction work in progress and provide appropriate reports to the District or its agent. 14. Furnish a final inspection and report of the complete project with a representative of the District or its agent. 15. Prepare and record drawings "as completed" when the construction work has been completed and accepted by the District or its agent. This shall mean the original tracings of the plans will be modified, if necessary,.because of deviations from the original work. Engineer Stevens stated he would perform the above items for $2,000.00. He also stated additional engineering ordered by the District would be performed at the following per diem rates: Classification Engineering Drafting Inspection 3 man field crew 2 man field crew Clerical Rate Per Hour 29.00 per hour 23.00 per hour 16.50 per hour 60.00 per hour 50.00 per hour 12.00 per hour After discussion, Director Briggs made a motion, seconded by Director Warren, that Engineer Stevens' proposal be approved. Saunderson for property located at 782 West 20th Street, Costa Mesa, in the amount of $52.50. Director Warren made a motion, seconded by Director Briggs, that the refund be approved in the amount of $52.50 if the fixtures have not been stubbed out. This motion carried by the following roll call vote: AYES: Directors - Briggs, Warren, Rima, Porter NOES: Directors - None ABSENT: Directors - Glockner • • • ' - 5 - a motion authorizing the President 1 -2 -74 and Secretary to sign Report 73 -8 instructing the County No. 73 -8 Auditor to draw a warrant Annexation Manager Eldridge informed the Board Fund in the amount of that the Local Oo. 150 Agency Formation Commission had authorized the District esolution to annex the property described in Annexation No. 150 No. 74 -129 -A without notice or public hearing by the Board, and without an election, since it is an annexation requested Director Warren made by 100 percent of the owners of the real property being Report 73 -9 instructing the County annexed. Auditor to draw a warrant from the General Running Thereupon Director Warren made a motion that Resolution No. 74- 129 -A, being "A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT, ORANGE COUNTY, CALIFORNIA, DECLARING AND ORDERING CERTAIN TERRITORY ANNEXED TO THE COSTA MESA SANITARY DISTRICT WITHOUT HEARING OR ELECTION AND ESTABLISHING AND ASSIGNING TAX CODE AREA FOR ANNEXATION NO. 150 ", be adopted. This motion was seconded by Director Rima and carried by the following roll call vote: AYES: Directors - Briggs, Warren, Rima, Porter NOES: Directors - None ABSENT: Directors - Glockner Director of Director Warren made a motion authorizing the President Finance Report and Secretary to sign Report 73 -8 instructing the County No. 73 -8 Auditor to draw a warrant from the No. 7 Sewer Trunk Fund in the amount of $2,818.75. This motion was seconded by Director Briggs, and carried by the following roll call vote: • AYES: Directors - Briggs, Warren, Rima, Porter NOES: Directors - None ABSENT: Directors - Glockner Director of Director Warren made a motion authorizing the President Finance Report and Secretary to sign Report 73 -9 instructing the County No. 73 -9 Auditor to draw a warrant from the General Running Expense Fund in the amount of $67,767.97.
