07 - A - Trash Cans Stored in Alleys – UpdateProtecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Operations Committee Via : Scott Carroll , General Manager From: Javier Ochiqui, Management Analyst Date: April 16 , 2013 Subject: Trash Cans in Alley s – Update Summary O n September 20, 2012, the Board of Directors approved Ordinance No. 93: “Trash containers placed in the alley for collection shall be removed from the alley by midnight the day of trash collection and shall be store d so as to be out of public alley, completely on private property, and out of view from the street.” Staff decided that it was best to launch a pilot program and take a soft approach in enforcing the new ordinance. Staff is providing the Operations Commi ttee with a final report on the results of the three pilot programs. Staff Recommendation Staff suggests that the Operations Committee recommend to the Board of Directors that we continue the soft approach per alley (one alley at a time) for the rest of the alleys and not mass mail the notices. Analysis The soft approach consisted of issuing two green courtesy notices (Attachment A), a week apart, before issuing a third yellow notice . The first pilot program was done on a small eastside alley with 18 homes located between Tustin Ave nue and Raymond Avenue, and running parallel to Esther St reet and Walnut St reet . Staff visited this area and found six homes that were storing their trash containers on the public alley and in public view. Staff ta gged the six homes with a green courtesy notice . Only one home did not come into compliance after the second courtesy notice was issued and a third Yel low notice was issued . A week after the yellow notice was given to 1950 Raymond Ave nue , staff mistakenly gave this home a red courtesy Notice of V iolation. The second pilot program was a small alley on the eastside that runs down the middle of the 400 block of Abbie Way and the 400 block of E ast 18 th St reet . The area consist ed of approximately 20 homes serviced for trash pickup down the alley. Staff tagged six homes with a courtesy notice . Staff monitored the two addresses and both complied with the second courtesy notice . The third pilot program was a much larger alley on the eastside that runs down the middle of the 400 block of Magnolia St . and the 400 block of E ast 18 th St reet . The ar ea consist ed of approximately 40 homes serviced for trash pickup down the alley . Staff tagged twelve homes with a courtesy notice. Staff will continue to follow up to ensure constant compliance. Overall, these pilot programs have proven to be 95.9 percent successf ul and staff recommends that we continue with th e same approach until all alley residents storing their containers in public alley s have been notified. Strategic Plan Element & Goal This item complies the with objective and strategy of Strategic Elemen t 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy: We will do this by looking for ways to improve efficiencies, a chieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time . Financial Review If we continue the soft approach per alley (one alley at a time) for the rest of the alleys and not mass mail the notices , CMSD w ill save approximately $1,7 00 in paper, ink, envelopes, and postage. These savings are based on a one -time mailings to 2,150 home s .
