COSTA MESA SANITARY DISTRICT
HELD AT 77 FAIR DRIVE
July 10, 1973
ROLL CALL PRESENT: Directors - Briggs, Glockner, Rima, Porter

The Board of Directors of the Costa Mesa Sanitary
District met in adjourned regular session at 7:30 p.m.
July 10, 1973, at the City Hall, 77 Fair Drive, Costa
Mesa, California, having adjourned at the regular
session of July 5, 1973, due to the lack of a quorum.
A copy of the notice of adjournment was.posted and
delivered as required by law.
• The meeting was called to order at 7:30 p.m. by
President Porter.
Minutes of Director Briggs made a motion, seconded by Director
June 14, 1973 Glockner, and unanimously carried, that the minutes of
June 14, 1973, be corrected to include the following
motion:
"Director Porter stated he would like to resign
as Director of County Sanitation District No. 1
and therefore recommended that Director Rima be
appointed to this position.
"After discussion, Director Glockner made a
motion that.Director Rima be appointed to
represent the District for Orange County
Sanitation District No. 1 effective July 11,
1973. This motion was seconded by Director
Briggs and carried by the following roll call
vote:

Refund Request Mr. James D. Cox, 17531 Leafwood Lane, Tustin, California,
Mr. James D. 92680, requested a refund of his trash and garbage fee
Cox in the amount of $126.50. Manager Eldridge informed the
Board that Mr. Cox had not complied with the require-
ments by filing a request for exemption prior to June 30,
1972. Thereupon Director Glockner made a motion that
Mr. Cox's request for a refund, in the amount of $126.50
be denied. This motion was seconded by Director Briggs
and carried by the following roll call vote:

NOES: Directors - None
ABSENT: Directors - Warren

and 7 effective July 11, 1973. This motion
was seconded by Director Briggs and
carried by the following roll call vote:

Thereupon Director Briggs made a motion, seconded by
Director Rima, and unanimously carried, that the minutes
of June 14, 1973, be approved as corrected.
Back Bay
Engineer Stevens reported that he has surveyed the
Connections
back bay area for illegal hookups to the Sanitary
District Sewer System and found 196 legal connections,
14 illegal connections. It was decided that this
information should be held for discussion with the
City of Newport Beach in the future.

Financial
Upon motion by Director Briggs, seconded by Director
Report
Rima, and unanimously carried, the Financial Report
for the month of June, 1973, was approved as submitted.
Occupancy
A communication was read by Manager Eldridge requesting

an addition of 37.5 units to the Occupancy Count. It
was moved by Director Briggs, seconded by Director
Glockner, and unanimously carried, that 37.5 units be
added to the Occupancy Count making a total of 20,214
units as of July 1, 1973.

Public Hearing Director Glockner made a motion, seconded by Director
August 1, Porter and unanimously carried, that the public
1973 hearing for the Trash and Garbage Assessment District
be set for August 1, 1973, at 7:30 p.m.
Director of Director Glockner made a motion authorizing the
Finance Report President and Secretary to sign Report No. 72 -18
No. 72 -18 instructing the County Auditor to draw a warrant from
the General Running Expense Fund in the amount of
$44,597.42 (this amount deletes the $4,720.97 retention
for Wayne, The Digger and Company, as sto order notices
have been filed with the Finance Director .
This motion was seconded by- Director Briggs and
carried by the following roll call vote:
AYES: Directors - Glockner, Briggs, Rima, Porter
NOES: Directors - None
ABSENT: Directors - Warren
Director of Director Briggs made a motion authorizing the President
Finance Report and Secretary to sign Report No. 72 -19 instructing the
. No. 72 -19 County Auditor to draw a warrant from the Sanitary
District No. 7 Sewer Trunk Fund in the amount of
$2,651.35.

Upon motion by Director Porter, seconded by Director
Rima, and unanimously carried, the meeting adjourned
at 8:30 p.m.

NOTICE OF ADJOURNMENT OF REGULAR MEETING
TO ADJOURNED SESSION
The meeting of the Board of Directors of the
Costa Mesa Sanitary District scheduled for Thursday,
July 5, 1973, was adjourned to Tuesday, July 10, 1973,
at 7:30 p.m. by the Assistant Secretary due to the lack
of a quorum. Said meeting will be held in the 5th floor
conference room of the City Hall, 77 Fair Drive, Costa
Mesa, California 92626.
