10 - Household Hazardous Waste Collection Event at OCC – UpdateProtecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Operations Committee Via : Scott Carroll , General Manager From: Javier Ochiqui, Management Analyst Date: December 11 , 2012 Subject: Household Hazardous Waste Collection Event at OCC – Update Summary On Saturday, November 17, 2012, t he Costa Mesa Sanitary District (CMSD), Orange Coast College (OCC), and OC Waste & Recycling (OCWR) worked together to coordinate the community’s first H ousehold Hazardous Waste (HHW) Collection event . The purpose of the event was to provide residents with an easy and convenient method for safely disposing unwanted household materials. The following are the results of the event. Staff Recommendation That the Operations Committee recommend to the Board of Directors that CMSD continues to partner with OC Waste & Recycling and Orange Coast College for future annual HHW collection events. Analysis On Saturday, November 17, 2012 from 10 a.m. to 2 p.m., CMSD, OCC and OCWR hosted an event on the parking lot of OCC to safely collect and dispose of household hazardous waste materials such as motor oil, paint, antifreeze, pesticides, batteries, etc. The event attracted a total of 381 vehicles that generated over 36,000 pounds of HHW. Of the 381 participants, approximately 80 percent were from Costa Mesa, 15 percent were from Newport Beach, and 5 percent were from Irvine, as shown in the graph below: Oper ations Committee December 11 , 201 2 Page 2 of 3 304 58 19 0 50 100 150 200 250 300 350 Costa Mesa Newport Beach Irvine Number of Vehicles per City Participants from Costa Me sa disposed of approximately 14.4 tons of HHW materials. According to OC Waste & Recycling, this event was a great success and the y were pleased with the outcome. OC Waste & Recycling also s tated that they will be using CMSD as a model for other cities t o follow. This type of event requires a special EPA permit. Fortunately, OCWR has such a permit and was used for the November 17 th event. By using OCWR EPA permit , CMSD avoid ed applying for its own EPA permit and hiring qualified HHW pe rsonnel to coll ect and safely dispose of the materials; thus saving over $3 0,000. However, CMSD cannot use the HHW tonnage data for diversion because the event used OCWR’s EPA permit. OCWR will be using the tonnage data towards the County’s diversion. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally frie ndly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable at this time . Financial Review The District spent approxi mately $2,000 for promoting and advertising the event. The total cost for the event is estimated between $3 0,000 to $3 5,000 in which OC Waste & Recycling agreed to fund all labor, permitting, recycling , and disposal costs. Oper ations Committee December 11 , 201 2 Page 3 of 3 OCWR indicated to staff that they cannot fully fund another HHW collection event in Costa Mesa; however, they are willing to fund 50% of the cost but recommend that we host the next event it in the Spring of 2014 . The cost to CMSD to partially fund such an event is estimated at $17 ,000.
