09 - Recycling Coordinators Meeting - Update Protecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Operations Committee Via : Scott Carroll , General Manager From: Javier Ochiqui, Management Analyst Date: December 11 , 2012 Subject: OC Waste & Recycling Coordinator’s Meeting (Update) Summary On November 15, 2012, staff attended the OC Waste & Recycling Coordinator’s meeting. The meeting consisted on the following three (3) presentations: • Danielle Aslam from CalRecycle gave a pre sentation about updates from Sacramento; • Anne Stokes from MUZEO gave a presentation about the “Trash Art Challenge” project; and • Christine Knapp from OC Waste & Recycling gave a presentation about updates from the County . The following is a brief overvie w about the information presented by the speakers. Staff Recommendation That the Operations Committee receive and file this report. Analysis Danielle Aslam stated that CalRecycle will be hosting a w orkshop on developing p erformance s tandards for Mater ial Recovery Facilities (MRF). This is the second in a series of workshops to explore developing possible performance standards for MRFs, in relation s to : Operations Committee December 11 , 201 2 Page 2 of 3 1) M ixed waste processing meet ing the requirements under the Mandatory Commercial Recycling law (AB 341); and 2) D etermining when MRF residuals have been processed so that sufficient recycled/composted materials can be recovered. CalRecycle will be present ing at the workshop technical approach es and more in -depth analysis for MRF performance stand ards. Ample time will be available for stakeholder comments. The workshop is being held in Los Angeles to coincide with the Waste Conversion Congress and California State Association of Counties (CSAC ) annual meeting. The meeting is scheduled for Novem ber 26, 2012 , at 12:00 p.m. and will be located at Los Angeles County Department, Conference Center, Main Building, Rooms A & B on 900 South Fremont Avenue, Alhambra, CA 91803. Anne Stokes from MUZEO spoke about the “Trash Art Challenge” project. Thi s project encourages loca l schools to compete against each another by using trash to make art . The winning school will be recognized at the MUZEO facility on Earth Day (Monday, April 22, 2013) and will have their art displayed at the MUZEO for a short per iod of time. For more information, please e -mail Anne at Astokes@muzeo.org Christine Knapp from OC Waste & Recycling encouraged all organizations to promote the Discovery Science Center (DSC). The Eco Challenge exhibit was built and will be there for the next ten (10) years. The Discovery Science Center and OC Waste and Recycling have partnered to bring an environmentally themed, eco -friendly exhibition to DSC . Staff mentioned to the committee that the Distric t has entered into an agreement with DSC to promote the ECO Challenge in Costa Mesa schools. Strategic Plan Element & Goal This item complies with the objecti ve and strategy of Strategic Element 2.0, Solid Waste, which states: “Objective: Our objective is to manage the collection and recycling of residential trash in the most economical and environmentally friendly way.” “Strategy : We will do this by looking for ways to improve efficiencies, achieve high customer satisfaction, and considering prudent new recycling methods.” Legal Review Not applicable .
