03 - Ordinance Enforcement Officer's Report - September 2012 Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Memorandum To: Operations Committee From: Isidro Gallardo, Ordinance Enforcement Officer Date: October 8 , 2012 Subject: Ordinance Enforcement Report – September 2012 This report summarizes major points for three ordinance enforcement topics coverin g Scavenging, Graffiti, and Trash Container Enforcement . Scavenging : In the month of September, there were no calls to the District HQs to report scavenging activity. There were several incidents I observed directly; the majority of the scavenging inciden ts listed below were not individuals who are trying to make a business from recycling materials. Update: Back in August, General Manager Scott Carroll requested I make it a priority to patrol the alleys near Ford Rd, Bernard St, and Parsons St. Residents living in the area approached the Costa Mesa City Council to express their concern over the rising crime rate in their neighborhoods. Several of the residents complained of individuals consistently driving down the alleys and going through their trash bin s. After patrolling the area for the last several weeks, I am pleased to report that on September 24, I observed an individual in a truck driving down the alley behind the 400 Block of Ford St and going through trash bins looking for cans, plastics, etc. I pulled the individual over and cited him for scavenging. Also, on September 27, I observed another individual going through the trash bins in the alley behind the 1500 Block of Elm Ave (of Harbor Blvd). When he finished he walked back to his truck with a ll the cans and plastics that he had gathered and threw them in the bed of his truck. Before he could drive off, I stopped him and cited him for scavenging. Upon further research, I realized this individual was identified by a resident living in the 400 Bl ock of Ford St as someone who was consistently scavenging in that alley. I will continue to patrol the area from time to time and changing the time and days I do so. I will be contacting CR&R Rout e manager Frank Campos to schedule a maintenance crew to go out and remove the graffiti/markings. Trash Container Enforcement : In the month of September, there was one complaint that came into the District HQ to report addresses that leave their trash bin s (t/b) in public sight (p/s). I made a site visit to the following address: 2541 ½ Elden Ave – No t/b in p/s I will continue to monitor the above address as well as previous complaints to ensure compliance.
