Proposal to Begin Design Phase
Dear Board of Directors:
At the September 1996 regular meeting the Board of Directors approved in concept the Costa
Mesa Sanitary District being the design agency for the new sewer improvements with the
provision that all design and construction costs be funded by the Orange County Development
Agency The action by the Board was made after both the Orange County Development Agency
(OCDA)and the City of Newport Beach requested the District take the lead role in the project.
In accordance with the three party agreement, the OCDA will fund all design and construction
costs up to $225,000 which is 10% of the estimated construction cost. The $225,000 is to
include all design costs including surveying, aerial mapping, engineering design, structural
engineering, soils engineering, obtaining permits and approval of plans from the OCDA, the City
of Newport Beach, CALTRANS, and the John Wayne Airport. By way of information,
CALTRANS now requires all plans for construction within their right-of-way to be completed in
metric units rather than the usual English system.
Therefore, it is proposed the Board direct Robin B. Rimers & Associates, Inc. to complete the
design phase as described in the three party agreement at the following hourly rates not to exceed
$225,000:
Engineer $ 63.00 per hour
Survey Crew(2 man) $150.00 per hour
Survey Crew(3 man) $170.00 per hour
