RECONSTRUCTING FORCE MAIN FOR ELDEN PUMPING STATION (PHASE I )
Gentlemen
As part of the 1992-93 Capital Improvement Program enclosed
please find a proposal to begin the design phase of subject
project
The project was discussed in detail at a study session and
subsequent Board meetings where the District Engineer s report on
the project was reviewed The project also received generally
favorable comments from the District s outside engineering
consultant Boyle Engineering in the form of a report that was
prepared to review the Districts Capital Improvement Program
The Board received and filed subject report on August 27 1992
Rather than re-explain the project scope enclosed as backup are
the project description as prepared for the Capital Improvement
Program plus Boyle' s report
It is also noted that in an effort to keep the 1992-93 sewer
assessment rates as low as possible $150 000 was deleted from
the construction of phase I of this project The project will be
designed in its entirety but the phasing will be tailored to
match the current year budget
Even though Boyle mentioned in their report that the proposed
design phase appropriation appears low every effort will be made
to finalize the design within the amount shown in the Capital
Improvement Program.

With the $150 000 reduction in the construction fund there will
definitely be a second construction phase This will most likely
necessitate a small design phase appropriation in the 1993-94
fiscal year to cover the cost of preparing new project
specifications sufficient to bid the second phase Therefore it
is proposed to complete the design phase of subject project
including preparing complete construction plans for the entire
project plus specifications for bidding the first phase at the
following hourly rates not to exceed $19 500
Engineer $ 59 00/hr
Draftsman $ 47 00/hr
3 man Survey Crew $ 170 00/hr
2 man Survey Crew $ 150 00/hr
