Green, Secretary Nate Reade Project 1112100-130 Dick Sherrick Reconstructing Force Main for Elden Pumping Station (Phase I) The project entails replacing or constructing a new parallel force main for the Elden Avenue Pumping Station The existing force main (otherwise called a pressure main since the flow is being forced by a pump causing it to be under pressure) is made of techite pipe which was briefly used by various agencies in the mid 1970 s Techite pipe is very brittle and does not stand up to wear The District has experienced approximately seven breaks in the line due to various circumstances the last being in January 1992 which cost over $9 000 to repair Adding to the problem is the size and flow characteristics of the line the line is 18 in diameter by far the District s largest and the flow is in excess of 3 500 gallons per minute (gpm) Therefore any break in the line causes an immediate large sewage spill Also once a break occurs the techite becomes very hard to repair The District has already taken steps to replace portions of the techite line with ductile iron pipe the choice material used in all new installations When CALTRANS constructed the Mesa Drive overcrossing bridge over the Costa Mesa Freeway (CMSD 1112100- 110) the District specified ductile iron pipe Also when the Elden Avenue Pumping Station was reconstructed (CMSD 1112100-99) the District replaced the section between the station and the bridge with ductile iron pipe The remaining section to replace begins at the west side of the bridge and runs in the Costa Mesa Freeway across the Fairgrounds property to Fair Drive and in Fair Drive to the main fairground entrance where it discharges into a gravity sewer The length of line is approximately 2 200 feet - 3 - P.O. Green, Secretary Page 2 Nate Reade Dick Sherrick The budget for the project was obtained by proposing a new appropriation of $300 000 and combining it with the unused $250 000 from last years Pump Station Abandonment Project (CMSD 1112100-127) The abandonment project is being delayed due to the County Sanitation District prioritizing other projects ahead of their proposal to construct the downstream portions of the abandonment network It is not clear whether the $550 000 is sufficient to cover the cost of design, construction and inspection of the entire 2 200 feet due to the expensive nature of working in the CALTRANS right-of-way therefore, the project will be designed in its entirety but most likely be constructed in two phases The second phase will be proposed in the 1993-94 budget An estimate of the project costs is as follows Design (includes research field surveying design $ 19 500 soils engineering preparation of project plans and specifications plan processing and advertising for bids) Construction 465 500 Inspection (includes administration construction 15 000 staking and inspection) Reserve or Contingency 50 000 TOTAL $ 550,000 — 4 — P.O.
