BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT
HELD AT 695 WEST 19TH STREET
April 5, 1967
Roll Call PRESENT: Directors - Warren, Porter, Nelson, Rima and
Swartz
ABSENT: Directors - None
Officials Present: Manager O'Donnell, Attorney June, Engineer
Southworth, Director of Finance Oman, Street
Superintendent Bogart, and Assistant
Secretary Angel
The meeting was called to order at 7 :30 p.m. by President
Swartz.
Minutes of Upon motion by Director Nelson, seconded by Director Rima, and
3/1/67 unanimously carried, the minutes of March 1, 1967, were approved
as posted and distributed.
Mr. & Mrs. Director Warren made a motion, seconded by Director Porter,
Ira Hartshorn and unanimously carried, that the order of business be
(Sewer Problem) changed so that Mr. and Mrs. Hartshorn could present their
problem to the Board.
Mr. Hartshorn explained to the Board that at the time the
sewer lines were installed on his property at 404 Bernard
Street, Costa Mesa, they were installed in such a way that
the sewerage is backing up into his apartments; that in order
to correct the situation he would probably have to install new
lines. He stated that the sewer would need additional fall
to correct the situation and asked for the help of the Board
in solving his problem.
After discussion, Director Porter made a motion that this
matter be referred to the staff for further study, and that
the staff be authorized to take any action they may determine
necessary to correct Mr. Hartshorn's problem within the limits
of the public right of way. This motion was seconded by Director
Warren and unanimously carried.
Annexation Attorney June informed the Board that a request had been sub -
No. 104 mitted to the Costa Mesa Sanitary District for annexation of
Res. No. a parcel of land within Lots 141 and 142, Block 6 of Irvine's
67 -178 Making Subdivision.
Application
Director Porter made a motion that Resolution No. 67 -178,

Annexation APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF
No. 1011 (Cont.) ORANGE COUNTY, CALIFORNIA FOR, THE ANNEXATION OF TERRITORY
TO THE DISTRICT," be adopted. This motion was seconded
by Director Warren and carried by the following roll call
vote:
AYES: Directors - Warren, Rima, Nelson, Porter
and Swartz
NOES: Directors - None
ABSENT: Directors - None
Sewer Line Director Warren made a motion, seconded by Director Nelson,
On Harbor Blvd. and unanimously carried, that Engineer Southworth be author -
from Wilson to ized to prepare the plans and specifications for the sewer
Fair Drive line on Harbor Boulevard from Wilson to Fair Drive.
Financial Upon motion by Director Porter, seconded by Director Warren,
Report and unanimously carried, the Financial Report for the month
of March, 1967, was approved as presented.
House Count A communication was read by Street Superintendent Bogart
requesting an addition of 18 units to the House Count. It
was moved by Director Warren, seconded by Director Nelson,
and unanimously carried, that 18 units be added to the
House Count, making a total of 24,540 as of April 1, 1967.
• Director of Director Nelson made a motion authorizing the President
Finance Reports and Secretary to sign Report No. 66 -13 and No. 66 -14,
66 -13 & 66 -14 instructing the County Auditor to draw warrants from the
General Running Expense Fund in the amount of $29,609.05
and from the No. 7 Sewer Trunk Fund.in the amount of
$129.76. This motion was seconded by Director Rima and
carried by the following roll call vote:

and Swartz
NOES: Directors - None
ABSENT: Directors - None
Adjournment Upon motion by Director Warren, seconded by Director Porter,
and unanimously carried, the meeting adjourned to April 19,
1967, at 7:30 P.M. in the Conference Room of the City Hall.
