Enclosed please find a proposal to begin the design phase of
subject project as included in the 1994-95 Capital Improvement
Program Included as an explanation of the project is an excerpt
from the 1994-95 Capital Improvement Program Report which fully
describes the project Also included is Boyle Engineering's
independent analysis of the project and its costs
It is proposed to complete the design phase of subject project at
the following hourly rates not to exceed $30 000 including the
cost of soils engineering and structural engineering
Engineer $ 59 00/hr
2 man survey crew $ 150 00/hr
3 man survey crew $ 170 00/hr
Please note that billing will be only for actual time worked

Project 1112100-139 Congress Pump Station Abandonment
In 1989 the District prepared a report entitled West Side Pumping
Station Abandonment Study Project 1112100-101 which developed a
master plan for the eventual abandonment of—seven__pump_in.g
stations—in wet sside Costa—Mesa th\ou"gh-the construct,i_on of a
network—of gravity—sewer—Pines.. When the seven stations—were
originally constructed there was no master plan that could have
alleviated the need for so many stations
The study identified seven CMSD pumping stations and one City of
Newport Beach station that could be combined at the Newport Beach
station into one larger station This station pumps across the
Hamilton Street bridge into Orange County Sanitation District
facilities in Huntington Beach By eliminating the pumping
stations there is a long term cost savings benefit for
electricity repair and maintenance but more importantly the
master plan concept redirects the CMSD flow to a westerly
direction rather than the current easterly direction through
sewers in Wilson Street and Hamilton Street Without the
redirection the sewers in Wilson Street and Hamilton Street will
need to be upsized
After the study was completed additional discussions were held
with Orange County Sanitation District who agreed in concept to
construct a new siphon under the Santa Ana River and a new
gravity system along the westerly prolongation of 19th Street
This would allow the seven CMSD and one Newport Beach station to
be abandoned and would also alleviate the need for a future
pumping station in the eventual Banning Ranch development
The Congress Pump Station abandonment represents the second
project of the overall abandonment program The initial project
was the installation of a dry sewer line through Canyon Park
which was constructed during the City s park improvement project
Congress Pump Station will be abandoned by constructing new
gravity sewers flowing towards Canyon Pump Station which will
remain in operation until the final stages of the abandonment
program The current flow from Congress Pump Station is small
enough that it will not cause the Canyon Pumping Station and
downstream gravity system any adverse effects

1994-95 Capital Improvement Program (CIP) Review
I have completed my review of the Costa Mesa Sanitary District(District) s CIP report for the 1994-95
fiscal year
The review consisted of reading the project descriptions, telephone conversations with District staff
(Robin Hamers) and an independent analysis of construction costs, design and construction engineering
costs, and contingency costs.
The following represents my analysis of each of the CIP projects:
This is the third independent review of the District s CIP program. 1992 93 being the first year reviewed.
The 1994-95 proposed improvement projects appear warranted and the report continues to properly
reflect the on-going capital improvement program.
Project 1112100-139 Congress Pump Station Abandonment
This is the second of several projects to eliminate pump stations.
Based on discussions with staff approximately 1300-feet of 12 inch sewer will be constructed.
Project will abandon the existing pump station, and will include new manholes as well as revamp of
several others.
For budget purposes the estimated design/construction cost and contingency cost appears reasonable.
It is suggested that future and similar projects include a location/vicinity map, estimated footage of
pipe to be placed and other appropriate items (major).
Project 112100-140 Reconstructing Various Sewer Line
This project is similar to previous years projects and is in keeping with the Districts rehab and
maintenance program.
Previous years projects were Nos. 122, 126 & 132.
