CA 92627 CIVIL ENGINEERS PLANNERS SURVEYORS 17141546-1192 May 22 1995 Board of Directors Costa Mesa Sanitary District P 0 Box 1200 Costa Mesa CA 92628 RE PROPOSAL TO BEGIN PROJECT PROJECT 1112100-141 TELEVISING SEWER LINES Dear Board of Directors Previously four large phases of televising projects were completed over a four year period covering the majority of the District s sewer mains and the results of the televising have become the foundation for determining the schedule for maintenance and rehabilitation of the sewer system After the four large projects the second of a series of small yearly projects was authorized and is nearing completion This project as shown in the 1994-95 Capital Improvement Program is the third in the series of small yearly projects and will achieve the following results 1 By limiting the televising to less than $5 000 per year the project does not have to be bid The District can select its own contractor which will be the contractor who was the low bidder and completed the four large televising projects This will provide continuity in record keeping and efficiency in completing the work since the contractor is familiar with the system 2 The District receives frequent calls from homeowners who believe tree roots in the District s main line are causing stoppages in their laterals By having the televising contractor working on a regular basis throughout the District the contractor can easily include areas where there is a potential dispute 3 Certain areas need to be re-televised to check the structural condition of the pipe and to determine the effectiveness of the root cutting and foaming 4 There are some areas that have not yet been televised and these areas will be a part of the proposed small yearly televising projects n fa. L, Printed on Recycled Paper EXCERPT FROM 1994-95 CIP Project 1112100-141 Televising Sewer Lines The project is a small scale pick-up' project where it is proposed to televise areas not previously televised or to re- televise areas needing to be rechecked It is proposed to limit the televising cost to less than $5 000 to be able to select the same contractor who was the low bidder on the four large televising projects that televised the majority of the District' s main lines The contractor could then be hired under a purchase order This will insure continuity in the District s record keeping Some of the benefits of having an on-call contractor are to settle potential disputes with homeowners as to whether sewer line stoppages are in the laterals or in the main line as well as checking the effectiveness of foaming and root cutting and checking the structural condition of the pipe An estimate of the project costs is as follows Design $ 2 500 Construction 5 000 Inspection 3 500 Reserve or Contingency 1 000 TOTAL $12 000
