COSTA MESA,CA 52627 CIVIL ENGINEERS PLANNERS SURVEYORS [7141546-1192 December 27 , 1995 Board of Directors Costa Mesa Sanitary District P 0 Box 1200 Costa Mesa, CA 92628 RE PROPOSAL TO BEGIN PROJECT PROJECT 1112100-146 TELEVISING SEWER LINES Dear Board of Directors Previously, four large phases of televising projects were completed over a four year period covering the majority of the District's sewer mains and the results of the televising have become the foundation for determining the schedule for maintenance and rehabilitation of the sewer system After the four large projects, the third of a series of small yearly projects was authorized and is ,nearing completion This project , as shown in the 1995-96 Capital Improvement Program is the fourth in the series of small yearly projects, and will achieve the following results 1 By limiting the televising to less than $5, 000 per year the project does not have to be bid The District can select its own contractor which will be the contractor who was the low bidder and completed the four large televising projects This will provide continuity in record keeping and efficiency in completing the work since the contractor is familiar with the system 2 The District receives frequent calls from homeowners who believe tree roots in the District's main line are causing stoppages in their laterals By having the televising contractor working on a regular basis throughout the District the contractor can easily include areas where there is a potential dispute 3 Certain areas need to be re-televised to check the structural condition of the pipe and to determine the effectiveness of the root cutting and foaming 4 There are some areas that have not yet been televised and these areas will be a part of the proposed small yearly televising projects Si. t: Printed on Recycled Paper Board of Directors December 27, 1995 Page 2 The project appropriation as shown in the 1995-96 Capital Improvement Program is as follows Design $ 2 500 Televising Cost 5 000 Inspection 3 500 Reserve 1, 000 TOTAL $ 12 000 It is recommended the Board authorize the televising to be completed for less than $5, 000 and the Manager/District Engineer to complete the design and inspection at the following hourly rates not to exceed $2 , 500 and $3 500 respectively Engineer $59 00/hr Inspection $42 00/hr Si cerely, 4,,u Ro in B Hamers RBH/jp/proposal cms -` I 9 9 5 - 9C CAP tie roocifld Project 1112100-146 •Televisina Sewer Lines The project is an on-going yearly small scale 'pick-up' project where it is proposed to televise areas not previously televised or to re-televise areas needing to be rechecked It is proposed to limit the televising cost to less than $5 000 to be able to select the same contractor who was the low bidder on the original four large televising projects that televised the majority of the District's main lines The contractor could then be hired under a purchase order This will insure continuity in the District's record keeping Some of the benefits of having an on-call contractor are to settle potential disputes with homeowners as to whether sewer line stoppages are in the laterals or in the main line as well as checking the effectiveness of foaming and root cutting and checking the structural condition of the pipe The design portion of the project encompasses preparing maps and schedules for the contractor Preparing the maps includes reviewing previous televising projects to determine areas requiring re-televising plus including portions of the system not yet televised The previously used area and manhole designation system is used and expanded to allow coordination of the new and old information Inspection consists of monitoring the District' s cleaning forces schedule, since the District must clean the lines immediately prior to televising, as well as being present during the televising operation The televising cost is estimated at 11, 000 feet of pipe at $0 45 per foot An estimate of the project costs is as follows Design $ 2 , 500 Televising Cost 5, 000 Inspection 3 , 500 Reserve or Contingency 1, 000 TOTAL $12 000 - 6 - it J. Mr Robin Hamers August 29 1995 Page 2 Project 112100-145 Reconstructing Various Sewer Lines This project is similar to previous years projects and in keeping with the District s rehab and maintenance program. Previous years projects were Nos. 122, 126, 132 and 140. This project will utilize Link-Pipe or remove and replace construction techniques depending upon conditions found after further investigation. The construction budget will allow for repairs at approximately 35 locations. Based on data provided, cost could range from $650 to $700 per foot, pending type of construction used. Because of numerous locations the design, inspection and contingency budget appears to be reasonable. Project 1112100-146 Televising Sewer Lines As discussed for previous CIP programs and with District staff this is a service type project not construction. Therefore, normal design, construction and inspection percentages do not apply Project description, reasoning of need and approval were presented well. The estimated televising costs represents approximately 11,000 feet of pipe to be televised at S.45/1f based on discussions with District staff Because of the nature of the project and that District staff is needed at all times for cleaning ahead of the camera, coordination, and supervision of the work. the District Engineer costs will be higher, percentage wise, versus a design project. It is noted that suggestions from 1994-95 were incorporated in this year s CIP program. Project 1112100-147 Update Early Warning System Protecting Pumps Recent completed projects utilized pumps containing the latest sensing mechanisms. This project will modify existing pumps to provide similar telemetry for sensing moisture and heat. This is the first of several projects which will update pump telemetry over a three to five year period. For budgeting purposes the design, construction inspection and contingency costs appear reasonable. As a suggestion for future projects, the use of a map (Thomas Bros) showing proposed locations would be beneficial.
