CA 92627 CIVIL ENGINEERS • PLANNERS • SURVEYORS (7143 54B- 92 FAX 714) 549-6516 July 1 1996 Board of Directors Costa Mesa Sanitary District P 0 Box 1200 Costa Mesa CA RE PROPOSAL TO COMPLETE PROJECT PROJECT 1112100-147 UPDATE EARLY WARNING SYSTEM PROTECTING PUMPS Dear Board of Directors As described in the attached excerpt from the 1995-96 Capital Improvement Program the project consists of installing heat and moisture sensing relay systems in seven pumping stations and installing new pumps with these same relays in four pumping stations when the existing pumps reach their life expectancy The pumps in these four stations are old and cannot accept the relays The addition of the heat and moisture sensing relays allows the pumps to be automatically shut down when the sensors are triggered rather than having the pump continue running and burn out The project will be done in parts over a three to five year period with the first portion being the installation of the sensors in the existing .pumps Three or four of the stations will be modified first to insure the equipment works properly and integrates well with the electrical system then the equipment will be installed in the remaining stations The project will most likely be done under a series of purchase orders rather than being put out to bid The sensors will be done in two phases the first few stations on a trial basis for a total cost of less than $10 000 then a year or so later the remaining stations will be done at a total cost of less than $10 000 Pump replacement with new pumps containing the sensors will be done on an as-needed basis as the existing pumps reach their life expectancy Replacing pumps in this fashion is more of a maintenance project than a capital project. The estimated purchase/installation/construction cost for the project is $65 000 As shown in the capital improvement program it is proposed to complete both the design phase and inspection phase over the life of the project at the following hourly rates not to exceed $9 500 for design and $9 500 for inspection Engineer $ 63 00/hr Draftsman 47 00/hr Inspector 42 00/hr La Printed on Recycled Paper Board of Directors July 1 1996 page 2 The design phase consists of site visits to each pumping station meeting with the manufacturers of the various equipment reviewing specifications drawing plans and specifications showing the installation of the equipment at each station and issuing purchase orders for the work The inspection phase consists of scheduling the work reviewing shop drawings for the equipment and inspecting the installation Si erely //Julia. Robin B Hamers RBH/a proposal ( 9 95-- 96 Cko)rn- jce P,zo attair (-riot-,2Ar( Project 1112100-147 u Update Early Warning System Protecting Pumps Recently the District completed Project #133 , Pump Station Maintenance that included replacement of pumps in the Adams and 23rd Street pumping stations with the District preferred Flygt pumps Previous to that the stations had pumps from a different manufacturer The new Flygt pumps contain the latest sensing mechanisms that, with the proper electrical equipment, will provide a better warning system against pump burnout This sensing and relay system otherwise known as telemetry is the front line protection and most important component of the electrical system The most important feature of the telemetry system is the moisture and heat sensors which will automatically shut down the pumps if moisture has passed beyond the first set of seals or if the temperature rises too high Other features include the ability to respond to voltage changes such as if one leg of the Edison three phase power becomes too low Since the cost of replacement pumps is very high compared to the cost of installing updated telemetry, the project is warranted Currently four stations Adams 23rd Elden, and 21st have the updated telemetry installed and operating and require no changes Seven stations have Flygt pumps that can be modified to accept the telemetry at a reasonable cost of approximately $2 000 per station Four stations have Flygt pumps that will not accept the telemetry so it is proposed to upgrade the telemetry when the current pumps have reached their life expectancy and are replaced with newer models Since the remaining life of these pumps varies it is proposed to complete this portion of the project over a three to five year period The remaining six stations either have pumps of a different manufacturer or are scheduled to be abandoned as part of the District ' s long term west-side abandonment program However since the abandonment program is contingent on participation by the County Sanitation Districts of Orange County (CSD) and CSD has been adversely affected by the recent County of Orange bankruptcy filing, the downstream sewer facilities proposed by them are no longer a priority Therefore, the project includes investigation and installation of updated warning systems where considered appropriate - 7 - An estimate of the project costs is as follows Design $ 9, 500 Purchase/Installation/Construction 65, 000 Inspection 9 , 500 Reserve or Contingency 16, 000 TOTAL $ 100, 000 - 8 - 00y1,-E \10I MEND Nei R poC Mr Robin Hamers August 29 1995 Page 2 Project 112100-145 Reconstructing Various Sewer Lines This project is similar to previous years projects and in keeping with the District's rehab and maintenance program. Previous years projects were Nos. 122, 126, 132 and 140 This project will utilize Link-Pipe or remove and replace construction techniques depending upon conditions found after further investigation. The construction budget will allow for repairs at approximately 35 locations. Based on data provided, cost could range from $650 to $700 per foot, pending type of construction used. Because of numerous locations the design, inspection and contingency budget appears to be reasonable. Project 1112100-146 Televising Sewer Lines As discussed for previous CIP programs and with District staff this is a service type project not construction. Therefore. normal design. construction and inspection percentages do not apply Project description, reasoning of need and approval were presented yell. The estimated televising costs represents approximately 11 000 feet of pipe to be televised at $ 45/lf based on discussions with District staff Because of the nature of the project and that District staff is needed at all times for cleaning ahead of the camera. coordination, and supervision of the work, the District Engineer costs will be higher. percentage wise, versus a design project. It is noted that suggestions from 1994-95 were incorporated in this years CIP program. Project 1112100-147 Update Early Warning System Protecting Pumps Recent completed projects utilized pumps containing the latest sensing mechanisms. This project will modify existing pumps to provide similar telemetry for sensing moisture and heat. This is the first of several projects which will update pump telemetry over a three to five year period. For budgeting purposes the design, construction inspection and contingency costs appear reasonable. As a suggestion for future projects, the use of a map (Thomas Bros) showing proposed locations would be beneficial.
