BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT
HELD AT 695 WEST 19TIi STREET
April 6, 1966
Roll Call PRESENT: Directors - Norman, Porter, Nelson, Swartz, and Meyers
ABSENT: Directors - None
Officials Present: Manager O'Donnell, Attorney Roy June,
Engineer Southworth, Director of Finance Oman, Street
Superintendent Bogart, and Assistant Secretary Angel
The meeting was called to order -at 7:30 p.m. by President Meyers.
Minutes of Upon motion by Director Swartz, seconded by Director Porter, and
March 2, unanimously carried, the minutes of March 2, 1966, were approved
1966 as posted and distributed.
City Opevating Manager-O'Donnell presented each Board member with a copy of the
Budget City Operating Budget for the Fiscal Year 1966-1967 to study
between now and the next meeting.
Annexation No.
Attorney Roy June reported to the Board that the Local Agency

Formation Commission had approved Annexation No. 100, and at the
next Board meeting he would advise the Board whether or not it

would be necessary to hold a public hearing.
Report on
The Attorney for the District presented to the Board his report
Methods of
on the study of the various methods of collecting trash and garbage

charges. He informed the Board that the staff was recommending

the establishing of an Assessment District as the most feasible

After discussion, Director Swartz made a motion that the report
of the Attorney for the District and the staff be accepted, and
that the staff proceed with the Assessment District method of
collecting trash and garbage charges. This motion was seconded
by Director Porter and unanimously carried.
Financial Upon motion by Director Porter, seconded by Director Nelson, and
Report unanimously carried, the Financial Report for the month of March,
1966, was ordered received and filed.
House Count A communication was read by Street Superintendent Bogart requesting
an addition of 56 units to the house count. It was moved by Director
Porter, seconded by Director Nelson, and unanimously carried, that
56 units be added to the house count, making a total of 23,968
as of April 1, 1966.
Director of Director Norman made a motion authorizing the President and Secretary
•Finance to sign Reports Nos. 65 -5 and 65 -6 authorizing the County Auditor
Report No. to draw warrants from the General Running Expense Fund in the
65 -5 and amount of $26,042.75 and from the No. 7 Sewer Trunk Fund in the
65 -6 amount of $2,422.70.

This motion was seconded by Director Nelson and carried by the
following roll call vote:

Director Swartz made a motion that Roy June be appointed Attorney
for the District effective April 1, 1966. This motion was
seconded by Director Porter and carried by the following roll
call vote:
AYES: Directors — Norman, Porter, Swartz, Nelson, and
Meyers
NOES: Directors - None
ABSENT: Directors - None
Upon motion by Director Swartz, seconded by Director Porter, and
unanimously carried, the meeting was adjourned at 8:30 n.m.
