Hamers im■Pr rated o Re vded Pape I. Purpose The purpose of the project is to determine whether a re-televising of the gravity portion of the sewer system is warranted. Long term maintenance programs for the pumping stations and pressurized sewer lines (force mains) are the subject of other reports. H. Background In 1989 the District began the first year of a four year televising program whereby the one million feet of sewer mains were televised and the results documented in both video tape format and written reports. The results were used to begin an on-going comprehensive maintenance and rehabilitation program to address any deficiencies found. Yearly construction projects were successfully completed and the results are that the system is in excellent condition today Some of the conditions that were addressed were the presence of roots, repairing cracks in the pipelines, and repairing offset joints. The results of the televising were also used to verify lateral locations for property owners as well as notifying property owners of the presence of roots in their laterals. III. Improved Technology in Televising When the District first started its televising program, the cameras were pulled through the line with cables. Soon thereafter crawler cameras were introduced that were self propelled which allowed video taping of lines where one manhole was inaccessible. Concurrently with the introduction of the crawler cameras, improvements were made to the camera that allowed the eye of the camera to rotate circumferentially around the inside diameter of the pipe providing an up close view of all areas of the joint and pipe wall. Very soon, advancements in the video format will be introduced where the video is in DVD format rather than VHS The DVD format will allow the video to be viewed on a personal computer as opposed to the television/VHS player combination currently being used. DVD format also allows an easy search of the tape to find a particular location of the video IV Results of the 1989 and 2001 Comparison Tapes from 1989 were compared side by side with televising from 2001 to assess changes in the condition of the pipelines. The gravity system was constructed using vitrified clay pipe (VCP) and will not deteriorate by itself because it is inert (non reactive to chemicals), resistant to abrasion, and will not chip, crack, or break, unless a force is applied to the pipeline. Vitrified clay pipe gravity systems have a life expectancy of over 100 years so in 12 years there should be no change in the condition of the pipe wall so long as there were no preexisting cracks, fractures, or breaks. This was confirmed as the two tapes were compared. The joints, however are susceptible to root intrusion or becoming offset if there is earth movement or nearby construction of other utilities. In some cases, this was true as joints with previous small offsets were sometimes found with larger offsets. The same held true for a few segments with cracks; the condition was slightly exasperated. V Reasons to Re-televise the Gravity System Following a comprehensive comparison of the 1989 and 2001 condition, it is recommended the District initiate a re-televising program for the following reasons: • Improvements to the camera particularly the rotating eye allow better pictures and observations of conditions of the gravity pipeline system. • The maintenance program based on the results of the 1989 televising program significantly upgraded the system because having a current video of the.line takes the guess work out of sewer repairs. • The evaluation criterion for what constitutes a need for repair or rehabilitation has become stricter because the major problems were already addressed as part of the 1989 program. • The Water Quality Control Board s upcoming prohibition against sewer spills necessitates a very comprehensive on-going maintenance program. • The new DVD format is easier to use and Staff can view more line segments in a shorter period of time. • Staff will have a current picture of the condition of a property owner's lateral at the point of connection with the main line. An incidence of roots at the connection is an indication that roots are prevalent throughout the lateral. • The gravity sewer system is the District s largest asset and prudent sewer system management dictates on-going, close, scrutiny VI.
