CITY OF COSTA MESA FAIRVIEW REGIONAL PARK SEWER SERVICE Dear Board of Directors: Enclosed is a previous letter from the District to the City summarizing the Districts requirements for providing sewer service to the Goat Hill Junction Railroad facility The letter essentially allows the City as the property owner, to install a septic tank restroom facility to serve the railroad attraction. At the time the letter was written the master plan for the park was under consideration by the City and various land uses were being considered. It was thought to be a hardship to require the City to build a gravity sewer system costing at least$200,000 for just the model railroad. Now however it appears the model railroad may become a long term, possibly permanent, facility and other ideas have surfaced for developing the remaining areas of the park. The City has now included the installation of the gravity sewer in its master plan. In light of the fact that the previous District position was established under a different set of circumstances and considering the Board's recent stance discouraging the Mesa Verde Country Club from considering septic tanks for their proposed remote restroom facilities, the Board should consider an updated formal position for the Fairview Regional Park. WA SANIT,f COSTA MESA ,95..&: ?-- °-w., DISTRICT 8 •• A �(, ,.- -Vs DIRECTORS r, James Ferryman Costa Mesa Recycles r ecyc y' � ww Nate Reade CORPORATE�,9 Arthur Perry +ia7 August 14 1995 Arlene Schafer Printed on Recycled Paper Dan Worthington Mr Keith Van Holt Community Services Director City of Costa Mesa 77 Fair Drive Costa Mesa CA 92628 RE SEWER SERVICE TO GOAT HILL JUNCTION RAILROAD FAIRVIEW REGIONAL PARK Dear Keith As per our conversations the Goat Hill Junction railroad owned by Hank Hornsfield is desiring to upgrade the plumbing facilities at the attraction located in the City owned Fairview Regional Park The proposed upgrade is to remove the existing portable restrooms and replace them with a sheltered snack bar with restrooms located easterly of Placentia Avenue Due to the large distance from the nearest public sewer the City and Mr Hornsfield desire to install a septic tank to serve the new improvements rather than a new gravity sewer system This office prepared a preliminary gravity sewer design and forwarded copies to the Public Services Department The gravity sewer would be 2 700 feet in length and would connect to existing sewer facilities in Canyon Drive This sewer could also serve the City park improvements on the westerly side of Placentia Avenue that were previously being considered Although the District has the authority to compel the City to connect to the public sewer (Section 6520 Health & Safety Code) the District recognizes Section 1101(d) of the Uniform Plumbing Code which states the public sewer may be considered as not being available if the connection distance exceeds 200 feet The District prefers the installation of a gravity sewer however based on the excessive connection distance the District will not object to the installation of a City owned and maintained septic tank The District also suggests the City be the lead agency in an environmental review that includes research of codes pertaining to the installation of septic tanks as well as hiring a soils engineer to perform a soils investigation and make recommendations FAX(714)432-1436 P.O.
