Subject: Financial Participation in Grease Control Study
Phase II of the FOG (fats, oils, and grease) Study
The City of Costa Mesa and the Costa Mesa Sanitary District shared the Phase I contribution
to the major grease control study authorized by the agencies subject to the State Water
Quality Control Board, Santa Ana Region, Waste Discharge Requirements (WDR). The City
and District each paid $1,500 out of the Phase I Study total of $270 000 A copy of the
Phase I study was forwarded to Rick Brown, City Building Official, for his review and use.
The study is very comprehensive and informative and will be the basis for the grease control
programs of the sewer agencies in central and northern Orange County
The Phase II work will include field testing of the methods identified in Phase I along with
addressing follow up issues of Phase I Enclosed is a copy of the cover letter from the
Orange County Sanitation District along with a copy of the Phase II agreement. The last
page of the document shows the fair share cost allocation for the participating agencies.
Costa Mesa is identified as having a fair share cost of $11,571 based on a population of
approximately 110 700 in the District. At the Sanitary Districts regular meeting on
December 10 2003 the Board of Directors approved and executed the agreement and
authorized payment of $11,571
The memorandum from you dated September 27 2002, copy attached, authorized the City's
Phase I contribution and acknowledged that an additional request for a Phase II contribution
may occur The Sanitary District understands that resolution of the State budget may have
negative consequences on the City and therefore, the District will leave it up to the City
whether the City chooses to share the Phase II contribution. More importantly to the District
than the contribution is continuing the cooperative relationship between the City Building
Department and the Sanitary District when the District begins implementation of the grease
control program required by the WDR to be in place by December 2004
