Hamer., Re. Capital Improvement Project #178 Purchase of By-Pass Pump Manager District Engineer (949)63/ ill Dear Board of Directors: During emergencies such as a loss of Edison power the District uses one Thomas A. Fatah of its stand-by diesel generators to provide power to a pumping station. As.,htam A/anagem When the pumps are down or when work on both pumps is occurring, the District uses its by-pass pump to continue pumping the effluent. .Juan Revak Boanl Secretors. The existing by-pass pump is well over 30 years old and has reached its Program Manager life expectancy The seals on the pump leak and the loss of efficiency and Clerk f thi District reliability indicate the pump should be retired from service. Alan R. Burns The District budgeted for a replacement by-pass pump by allocating Legal counsel $75,000 in the 2005-2006 fiscal year In keeping with the current practice of purchasing used vehicles to save money the District discovered the Wendy Hooper Davis opportunity to buy a slightly used but still first class by-pass pump Treasurer The desired by-pass pump is being sold by the Charles King Company Mr King is the southern California expert in by-pass pumps and has performed work on the Costa Mesa Sanitary District's pumping stations as Phone a subcontractor to Sancon Engineering, Schuler Engineering, and other (949)645-8400 contractors over the years. Fax Y (949)650-225. Staff has thoroughly researched used by-pass pumps and finds that the used SPP 01200 by-pass pump offered by the Charles King Company represents the best available purchase Other pumps considered are Address shown on the attached spreadsheet. 628 lY /9t6 Street Costa Mesa. 61 A new pump of this same model costs in excess of $52,000 while the 926- 2716 District may purchase the same pump with extras, and with low hours, for $44,805. tau, „,d Protecting our community's health by providing solib waste anti sewer collection services. at lc II Alp crostica.gov Capital Improvement Project#178 Purchase of By-Pass Pump November 1 2006 Page 2 It is recommended that the Board make a finding that it is in the public's best interest to dispense with the formal bid process in order to buy a used by-pass pump as described above and as shown in the attachments for $44,805 plus tax, for a not to exceed total of $50,000 It is also recommended that after the purchase, the remaining proceeds in the project be transferred to Project #164 Miscellaneous Sewer Work. This is important for bypass out of manholes with low capacities where other pumps can take several minutes to prime. Capable of positive suction pressures up to 150 PSI. This `ON DEMAND' priming system is only in operation when needed. After priming occurs, the priming system turns itself off diverting all of the power from the engine to pumping. With virtually no moving parts, this priming system requires less maintenance and provides longer life than other priming systems available. There are no priming discharge hoses or tubes required as on compressor systems which can be polluting and difficult to manage. Sound attenuation is an Maximum noise level allowed while running under integral part of the pump and full load conditions at 2000 RPM is 64.15 dB(A) not just a trailer enclosure. substantiated with ISO standard 3744 test method. A trailer with an enclosure will not meet the same noise level requirements. Our entire enclosure is lockable for vandal protection. Max flow at head capacity Our standard product produces 800 GPM®76 feet TDH or 1100 GPM 45 feet TDH. Unsurpassed in the Industry with the fuel economy and horsepower required and still maintaining an open impeller and 64.15 dB(A). Closed valve head pressure: Our standard product produces 150 feet TDH at closed valve. Max operating speed: Our standard product can run up to 2800 RPM. Due to the hydraulic design of our impeller, our pump can operate at greater ranges than a typical vane impeller This increased operating range provides the user with greater performance variances. Maximum suction lift at sea There are situations where a suction lift of 28 feet is level: required. If the maximum lift of a pump is 28 feet, the performance of that pump at the 28 ft. lift has deteriorated to almost nothing. Our pump will produce 400 GPM at 120 feet while pumping at a 28 foot suction lift with a maximum vertical suction lift of 30 feet. 1 CHARLES KING COMPANY,INC SPP Pumps QI 200-4I-F1 Exclusive Characteristic Sheet Engine control panel Control panel with auto start, stop and complete engine protection. Our design is not an add on box. The control panel sits behind a lockable door(vandal resistant) 65-gallon capacity the! Our standard pump set includes a 65-gallon fuel cell. Longer run times. Additional fuel cells available for longer run times. Integral spill pan protection Our standard pump set includes a unitized spill pan to assure all engine fluids will not spill or leak and reach the ground surface.
