Project#181 Newport Blvd Sewer at 19th Street
Dear Board of Directors:
Enclosed please find a proposal to begin the design phase of the above referenced project
that will relocate a portion of the CMSD sewer in Newport Blvd. Southbound out from
under a proposed retaining wall that will be constructed in order to add another
southbound lane. A plan showing the proposed street improvements and the new sewer
line is attached for reference.
The street improvement project is a combination CALTRANS and City of Costa Mesa
project and because the CMSD sewer line does not enjoy prior rights status, the District
must relocate the line at its expense. The District was first notified of the required
relocation at a point beyond inclusion of the project in the 2005-2006 Capital
Improvement Program (CIP ) Additionally the City originally stated the relocation must
be completed by January 2007 thereby requiring the District Engineer to begin the design
phase prior to preparation of the 2006-2007 CIP and its review and approval by an
Independent engineer and the CMSD Board of Directors.
The overriding factor to begin the preparation of the plans prior to the independent
review of the 2006-2007 CIP followed by approval by the Board is to complete the plans
in a timeframe that allows proper bidding and construction as required under California
law No expenditures beyond plan preparation and bidding will occur prior to the 2006-
2007 CIP being reviewed by an independent engineer and subsequently approved by the
Board of Directors.
Attached is the project description as included in the proposed 2006-2007 CIP that is
being reviewed by an independent engineer followed by consideration by the Board of
Directors. As shown in the project description, the budgeted amount of the design phase
is typically 10% of the construction cost and billing is hourly for actual work completed.

Therefore, it is proposed to complete the design phase of subject project at the following
hourly rates with a not to exceed total of$25,000.
Engineering $ 80 per hour
2 Man Survey Crew $205 per hour
Soils Engineering At cost, if needed
Traffic Engineering At cost, if needed
