COSTA- A4'q.:,,,5A- ,,SAN7TART'(DIS'TRiCT . . n Independent Sc Memorandum To: Scott Carroll, General Manager From: Isidro Gailardo, Ordinance Enforcement Officer Date: June 13, 2011 Subject: Ordinance Enforcement Report This report summarizes major points for three ordinance enforcement topics covering Scavenging, Graffiti, and Trash Container Enforcement. Scavenging: In the month May, there were no calls to the District HQ to report scavenging activity. However, there was scavenging activity I observed directly. Areas and times were scavenging was observed by the OEO: DATE TIME ADDRESSES 05/02/2011 7:00am 1900 Federal Ave. 7:30am 1900 Wallace Ave. 05/04/2011 8:00am 300 Wake Forest Dr. 05/09/2011 8:45am 600 Darrell St. 10:00am 2100 Thurin Ave. 11:30am 2200 Canyon Dr. 05/10/2011 7:15am 200 Virginia Pl. 11 :20am 1750 Santa Ana Ave. 05/16/2011 8:30am 1760 Wallace Ave. 05/25/2011 7:45am 2500 Elden Ave. In the above incidents, I made contact with the offender, took as much personal information from them as possible (took pictures if able), and gave them a verbal warning to stop scavenging. Graffiti (Update): CR&R's field maintenance crew continues to remove graffiti from trash cans in the 2000 Blocks of Palace Avenue, Wallace Avenue, Sterling Avenue, and the 700 Block of W. 20th Street. In addition, nearby Hamilton Ave. (between Protecting our community's heaCth an.dthe environment by providing solidwaste andsewercoCCection services. www.cmudca.gov Ordinance Enforcement Report June 13, 2011 Page 2 of 3 Placentia Ave and Harbor Blvd) was placed on the list; there are approx. 18 trash containers in the area with graffiti on them. Trash Container Enforcement: In the month of May, the Mesa Verde Community continued to be an area of focus; addressing and encouraging residents in the area to remove their trash containers in a timely manner from the street curbs after trash has been picked up and/or store them out of the publics' view. As of May 27, fifty-eight courtesy notices have been given to residents. As anticipated, most residents were in compliance after the "first notice". In addition, there were several residents that approached me, that either did not have any knowledge of the Districts policy regarding trash containers in public view or believed this was a recent enacted policy by the District. Of course, time was spent addressing residents concerns and creating an awareness of the Districts' policy. In the upcoming weeks 1 will continue to monitor the area, each time expanding surveillance into more streets and also going back to streets previously monitored to ensure compliance. Another area of focus was College Park (South of Fair Dr.), were I tagged eight locations that left their trash containers out on the street curb well after trash was picked up. The area will continue to be monitored and I will eventually expand surveillance into College park north of Fair Dr. A summary of the courtesy notice process for the District OEO is provided in the following chart and demonstrates the effectiveness of a "1St Notice": May 131,2011 1s 2" Courtesy Notice Notice Letter South of Wilson St. 12 0 0 Wilson St. to Adams Ave. 22 2 0 Adams Ave. to Sunflower Ave. 18 5 0 Other: In an effort to assist the City of Costa Mesa (CM) maintained a generally pleasing environment, CMSD General Manager has advised me to be an extra 'set of eyes' when I am on the field and be on the look out for such things as graffiti on walls or abandoned shopping carts. I did not observe any graffiti in the month of May, but I did contact the CM Code Enforcement department to report abandoned shopping carts on five different occasions: 3000 Fairview Rd. 2200 Fairview Rd. 500 Wilson St. 440 Victoria St. 500 Hamilton St. Board of Directors June 13, 2011 Page 3 of 3 For future incidents, the CM Code Enforcement provided convenient and toll-free numbers I can call and report graffiti and abandoned shopping carts: Hernandez Cart Retrieval (888) 233-2278 Califomia Cart Retrieval (800) 252-4613 CM Graffiti Hotline (714) 327-7491 V.
