Joan.Revak Qfj`ice Manager Thank you for the recent conversation regarding the sanitary sewer overflow Clerk of the District (SSO) occurring on dune 18, 2611 at 636 Lakeview Lane, Costa Mesa, located in the Brookview development off Paularino Avenue Robin B. Hamers The sewer overflow occurred due to a blockage in the HOA's private sewer District Engineer (949) 631-1731 main along the west side of the development. The wastewater exited a sewer manhole cover and flowed directly into a storm drain and then into the Orance County Flood Control District Santa Ana Delhi Channel. The Alan R. burns .Regal channel leads to the Upper Newport Bay (Back Bay) in Newport Beach and Counsel then to the Pacific Ocean.. Various methods were used to estimate the volume of effluent and the spill ranged between 25,040-50,000 gallons. Marcxrs.D. Davis Treasurer Sanitary Sewer Overflows (SS)s) are a violation of both the United States Environmental Protection Agency's (EPA) Clean Water Act and the State of California Waste Discharge Requirements Order No. 2006-0003, and the Phone SSO subjects the HOA to possible fines. Addibionally, spills of this (949) 645-8400 magnitude cause immediate closure for three days of downstream waters, Fax in this case, the Back Bay and Pacific Ocean. Beach closures result in a (949) 6:51-2253 three day prohibition of water sports and swimming for both residents and victors and negatively impact tourism. In accordance with Costa Mesa Sanitry District Ordinance No. 81, the 628 �a r' et District may recover the cost of emergency response in responding to a W. 19th Streeet Costa Mesa, CA sewer spill. Please note the HOA's plumber, Coast View Plumbing, was unable to clear the blockage, plus did not respond until Saturday morning after first being called on Friday evening by your office. These plans were previously emailed to you in pdf format. Per our conversation, you have retained C&R Drains to perform sewer line cleaning of the private sewer system. This is the appropriate first step in a proper operations and maintenance (O&M) program. It is recommended the entire system be cleaned at least once per year and that a camera inspection of the pipeline interior be performed to identify root intrusions, grease buildup, sags, and other locations requiring frequent cleaning. Please pay strict attention to the recommended maintenance measures suggested above as repeat violators are looked upon harshly by the above mentioned regulartory agencies. Please also remember the Costa. Mesa Sanitary District is a resource of sewer system professionals willing to assist you in your sewer system management. Please provide progress reports, either from you or C&R Drains, during the cleaning and televising work on your sewer system. District Maintenance. Unless provided otherwise by contract or other arrangement, District shall maintain those sewer mains and appurtenances that it owns. (Ord, 8, 1971; Ord. 30, 1999) Section 6.02.020. Lateral Responsibility. The property owner shall maintain the lateral that connects to district's sewer main, including any portions that may lie within the public right of way or Costa Mesa Sanitary District easement. Said laterals shall be maintained in a safe, sanitary and unobstructed condition, and all devices or safeguards which are appurtenant to and necessary for the operation thereof shall be maintained in good working order. Hydrogen sulfide represents a particular corrosion and odor problem. Owners shall comply with standards of the Orange County Sanitary District with respect to effluent placed in the lateral including, but not limited to hydrogen sulfide, which shall not exceed 0.5 milligrams per liter or such stricter standard as the Orange County Sanitation District may adopt. (Ord. 8, 1971) (Ord. 81, 2010) Section 6.02.030. Sewer or Lateral Work. All work done on or to any sewer or lateral shall be done in a careful and prudent manner so as to not damage District facilities. Only persons licensed appropriately and having all necessary permits shall be allowed to do such work and may be required to post a bond before beginning with the project. (Ord. 8, 1971) Section 6.02.040 Sewer Lateral Assistance Program. Based on a finding by the Board that District's assistance to private sewer lateral owners would serve a public purpose and would assist in preventing Sanitary Sewer Overflows in the District, the Board has determined to offer a sewer lateral assistance program, the details of which shall be established in a resolution of the Board. This extra protection maximizes CMSD's opportunity to respond immediately to a high water condition. "Investing in and improving water is not just an environmental issue,but it's about sustainability and the groiArth of the Midwest economy." Despite the costs, the water-quality improvements to date in many communities have been dramatic--and could pay off economically,said the state EPA's Yurdin. In Chicago,some parts of the river have improved so much that it's no longer rare to see schools of paddlers in colorful kayaks, and the banks are lined with restaurants,housing and hotels. In Aurora,the sewer system overflowed ijoo times in 1983,but just 178 times last year, after the city spent $200 Million on controls that included a special treatment plant.It still plans to spend another$120 Million Over 20 years to build another treatment plant and separate more sewers,said Eric Schoeny,an engineer with the city's public works department. Now condominiums are being built along the Fox River,the city is redeveloping a park that will include a canoe launch and entertainment space and anglers are returning to a waterway that barely supported aquatic life 25 years ago--but now yields smallmouth bass and the occasional walleye and northern pike, Schoeny said, "I don't think that would have happened before,"said Schoeny. "After it rained there would be all sorts of disgusting evidence of(combined sewer)discharges. Now I think a lot more people taking advantage of the river and realizing what a great resource it is." Mechanic, the canoeist,says he's seen the payoff first hand along the banks of the Chicago River. Fred Crumb suffered critical head injuries in the explosion and never regained consciousness. He died Thursday afternoon, the Shasta County coroner's office confirmed just before 5 p.m, "We're still looking into what happened out there and why,"said Brian Crane, the city's public works director. Crane could not say how long the investigation would last, Nor could he recall another explosion like the one that knocked out Crumb, 54. Crumb was one of five operators at the Clear Creek wastewater treatment plant, which serves about three-quarters of Redding's population. The city is in the middle of an $80 million campaign to upgrade and expand capacity at the plant. The explosion blew the top off a 4,5010-gallon steel hydropneumatic tank, Crane said. The tank was 33 years old. Water enters the tank after it's been chlorinated. From there, the water is distributed throughout the rest of the plant for further treatment, Crane said, Water is pressurized going into and out of the tank, he said. The explosion interrupted the Iplant's treatment process for about two hours, Crane said. Untreated water went into outdoor storage ponds, where there was plenty of room. Crews installed a pump to Ibypass the exploded tank and resume treatment. Crumb worked for the city's wastewater utility since 2004. He worked nine years at treatment plants in other districts around Shasta County, Crane said, "Obviously, Fred was a big part of the city's public works family." Crane said Thursday afternoon.
