Minutes - Board - 1962-03-07• MINUTES OF THE REGULAR MEETING BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT HELD AT 695 WEST 19TH STREET March 7, 1962 PRESENT: Directors - Stephens, Norman, Porter, Hollister, and Meyers ABSENT: Directors - None Officials.Present: Assistant Secretary Swartz, Attorney Dungan, Engineer Southworth, Director of Finance Hartzler, and Street Foreman Heller The meeting was called to order at 7 :30 P.M. by President Meyers. Minutes Upon motion by Director Stephens, seconded by Director Norman, and unanimously carried, the minutes of February 7, 1962, were approved as mailed. Opening of The President announced that this was the time and place fixed for the Bids - Adams opening ofbids for the construction of a sanitary sewer main in Adams Avenue Sewer Avenue. Main The Secretary announced.that 12.bids had been received. Whereupon all bids were publicly opened, examined and declared from the following • bidders; "- J. P. S. B: Dixon Company 42,612.02 Reference is hereby made to the bids on file at the office of the Costa Mesa Sanitary District, 695'West 19th Street, Costa Mesa. Upon motion by Director Hollisterl.'seconded by Director Porter, and unanimously carried, the bids were referred to Engineer Southworth for checking and report back later in the meeting. Later in the meeting Engineer'Southworth reported that Orange County Sewers; Inca was the lowest bidder in the amount of $33,126.20. Contract Engineer Southworth recommended that Orange County Sewers, Inc. be Awarded to awarded the contract, being the lowest responsible bidder and within • Orange Co. the estimate for said work. Thereupon it was moved by Director Stephens, Sewers, Inc. seconded by Director Porter, that the contract be awarded to Orange • L' -2- Adams Sewer County Sewers, Inc. and that the President and Secretary be authorized Line (cont.) to sign said Contract on behalf of the District. The motion carried by the following roll call vote: AYES: Directors - Stephens, Meyers NOES: Directors - None ABSENT: Directors - None Norman, Porter, Hollister, and Monthly Upon motion of Director Hollister, seconded by Director Porter, and Financial unanimously carried, the Financial Report for February was accepted Report and ordered filed. House Count A communication was read by Assistant Secretary Swartz requesting the addition of 101 units to the house count. It was moved by Director Porter, seconded by Director Hollister, and unanimously carried, that 101 units be added to the house count, making a total of 16,928 as of March 1, 1962. Report on Acting Manager Swartz recommended that the District negotiate with the Newport Beach City of Newport Beach for a Contract between said City and the District Request to for the connection of Tract No. 1+444 into the District's line on Connect into Golden Circle Lane -- payment being similar to that set forth in the District Agreement between said City and the District dated January 19, 1961. Sewer Line Upon motion of Director Stephens, seconded by Director Hollister, and unanimously carried, the Acting Manager and staff were instructed to enter into negotiations with the City of Newport Beach for such contract, and to report back at the meeting of April 4, 1962. Easement Deed Acting Maiaager Swartz presented an Easement Deed from the Costa Mesa Costa Mesa Union S,-hool District of Orange County deeding an easement for sewer Union School and storm drain pipes, located on the school site on the former Santa District Ana Army Air Base property, and recommended that said Deed be accepted by the Boaxd. Thereupon Director Hollister made a motion to adopt a Minute Resolution accepting said Deed dated March 7, 1962, and instructing that said Deed be placed on record. This motion was seconded by Director Norman and carried by the following roll call vote: AYES: Directors - Stephens, Norman, Porter, Hollister, and Meyers NOES: Directors - None ABSENT: Directors - None James I. A communication was read from James I. Gallacher submitting a bid in Gallacher the amount of $100.00 for a 4" sewer pump and electric motor which was Bid for formerly put in on Santa Ana Avenue and Camellia, and is now of no use Pump to the District, Resolution Thereupon Director Porter made a motion to adopt Resolution No. 139, No. 139 being "A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA -3- • Res. No. 139 SANITARY DISTRICT, ORANGE COUNTY, CALIFORNIA, FINDING THAT THE PUMP (coat.) AND ELECTRIC MOTOR FORMERLY ON SANTA ANA AVENUE AND CAMELLIA IS OF NO BENEFIT OR USE TO THE DISTRICT AND ACCEPTING BID IN THE AMOUNT OF $100.00 FROM JAMES I. GALLACHER." This motion was seconded by Director Stephens and carried by the following roll call vote: A:ES: Directors - Stephens, Meyers NOES: Directors - None ABSENT: Directors - None Norman, Porter, Hollister, and Warrant Upon motion of Director Porter, seconded by Director Hollister, Resolution Warrant Resolution No. 83, for payment of $17,613.13 from the Running No. 83, Expense Fund was approved by the following roll call vote: AYES: Directors - Stephens, Meyers NOES: Directors - None ABSENT: Directors - None Norman, Porter, Hollister, and Adjournment Upon motion of Director Stephens, seconded by Director Porter, and unanimously carried, the meeting adjourned at 8 :10 P.M. • PRE SECRETARY 40
