April 17 2001 Costa Mesa Sanitary District 234 E. 171h St. Suite 205 Costa Mesa, CA 92627 Attn: Rob Hamers Subject: Proposal for SCADA System Enhancements Dear Rob: The purpose of this document is to define a Scope of Work to meet the District's needs for modifications to the existing Motorola MOSCAD/Wonderware SCADA System. These modifications will solve the problems described during site visits and telephone conversations with District Personnel. NDI has completed an engineering study of the current SCADA configuration t• to determine appropriate changes to the SCADA system to provide the District with a more stable and functional system. NDI's proposed changes are described in the following sections. If you have any questions or comments please contact me at (949) 752 7805 Sincerely Weeecs Da*eeds:. DESCRIPTION OF THE SYSTEM The Costa Mesa Sanitary District is currently running Wonderware s version 7.0 software on 2 computers that run Microsoft Windows NT 4.0 operating system. One computer is at City Hall and one is at the Corporate Yard. Each of these nodes can be granted access to the district-wide Ethernet network. The computer at the Corporate Yard is the primary SCADA computer for the sewer telemetry The computer at the City Hall communications center is the secondary SCADA computer Both computer systems presently gather data each minute on all pumps. The data is total accumulated runtime and total number of starts for that day (since midnight). The gathered data is stored as a cumulative EXCEL spreadsheet file which may be exported for analysis or printing on any other office computer. No report printer is attached to the City Hall SCADA computer (only an alarm printer). Item 1. REPORT DATA GATHERING AND DATA STORAGE NDI proposes to improve system data gathering, storage and reporting capability with the following actions: • Upgrade both SCADA PC's to most current Wonderware and most current InTouch service packs. • Install and activate the Industrial SQL (InSQL) application(part of the Wonderware Factorysuite). This is a `front end' for the included Microsoft SQL 7.0 • The SQL database will be housed in the report generation machine at City Hall. The SQL approach will store large amounts of data in the most efficient format. The circular buffer approach will be used so that there is no possibility of filling the hard disk and causing a system `crash' Data on pump starts and runtimes will be gathered from both the City Hall computer and from the Corporate Yard computer via the network connection. • Both computers must be granted network access and TCP/IP addresses by District IT personnel. These machines should not be members of a District domain as administrative rights are necessary for each machine. These two SCADA computers should remain an independent workgroup. Both computers will be configured for autolog-on and autobooting into the SCADA application programs. S Quote# 1779 3 4-23-01 Costa Mesa Sanitary District Northern Digital, Inc. Item 2: Report Generation This item has been fully investigated by NDI and the following actions will enable the reports to be functional: • Utilize Microsoft Access to perform the queries of the SQL database with Visual Basic compatible scripts. • Develop Access forms for report output. Forms may be modified if the District wishes changes to be made in the graphics or representation. • The tables in SQL will be used. • The SQL database will reside on the Report Generator PC to allow for a regular back-up procedure of the database and the Server configuration at the same time. • Queries will be written to allow any time period to be input by the viewing operator. Data for this requested period will then be extracted from the SQL database and formatted for report viewing and/or printing.
