Director Monahan called the meeting to order at 10:30 a.m. DIRECTORS PRESENT: Gary Monahan, Art Perry, Bob Ooten, Jim Ferryman STAFF PRESENT: Scott Carroll, General Manager, Thomas A. Fauth, • Operations Manager; Kaitlin Tran, Accounting Specialist I; Rob Hamers, District Engineer; Yefim Tsalyuk, Senior Engineer, Karl Dulake, Maintenance Supervisor; Paul Guzman, Inspector; Joe Limon, Inspector OTHERS PRESENT: MONTHLY SANITARY SEWER OVERFLOW (SSO) STATISTICS Mr. Fauth reported no new spills since May 11, 2010. Director Ooten requested Staff to only report Public SSOs and not report Private SSOs. OCSD MEMBER AGENCY IA SURVEY — UI REDUCTION STRATEGY Mr. Hamers discussed the OCSD inflow and infiltration (I/I) maps provided in the packet. The infiltration map includes the Costa Mesa area. Mr. Hamers reported two gushers discovered during the District line televising project have been repaired. Mr. Hamers believes the District has issues with inflow but not infiltration. On a regional basis the WDR Steering Committee decided to approach the problem by requesting OCSD to update their I/I data and having participants of successful reduction programs speak at WDR meetings. The District is required by WDR and OCSD regulations to reduce I/l. • COSTA MESA SANITARY DISTRICT 4,211'4; ` MINUTES OF BOARD OF DIRECTORS SEWER SYSTEM COMMITTEE MEETING JUNE 15,2010 PAGE 2 • #171 IRVINE PUMPING STATION FORCE MAIN REHABILITATION - DISCUSSION The Committee reviewed the Staff report provided by Mr. Hamers. Staff is analyzing the best method to rehabilitate the Irvine Pump Station force main. A Staff condition assessment identified rehabilitation options. The report is up for discussion before it goes to the Board next month. Three options and cost estimates were reviewed; replacing the force main with 12" PVC, installing a 12" liner, or a combination of replacement and liner. The high density polyethylene (HDPE) lining option is an extremely low cost, estimated to be approximately $185,700. Director Ferryman asked about the difference in life expectancy between replacement and re-lining. Mr. Hamers estimates the life expectancy to be the same for both, between 50 to 75 years. Mr. Dulake raised concern regarding the ability to remove debris from the line. Mr. Hamers believes the line can be sufficiently cleaned. Lining and life expectancy details will be discussed at next month's meeting. Mr. Fauth showed a pipe re-lining process demonstration video overview. CMSD FOG PROGRAM IMPROVEMENTS — REGULATING ODOR South Coast Plaza requested assistance from the District regarding a problem with the hydrogen sulfide created in the restaurants that proceeds through a large interceptor where hydrogen sulfide forms. Adding to the issue, the interceptor is not serviced frequently enough because it is so large. Hydrogen sulfide molecules end up in the District pumping station where they get moist and warm turning into sulfuric acid and corrode the pump station. District Staff has been asked to meet with South Coast restaurant management and offer to work with them to reduce the odor. The District currently does not have an odor enforcement ordinance. If the restaurants are not • willing to work with Staff, OCSD may be called upon to enforce their odor ordinance. At the sub- committee level it was decided EEC should request odor enforcement to provide FOG compliance. PROPOSED EPA NPDES REGULATION OF SEWER SYSTEMS The District is not under a National Pollution Discharge Elimination System (NPDES) permit per WDR. The District is under an order from the State Water Resources Control Board. In the late ninety's the federal government proposed legislation identical to the WDR called CMMS for Computerized Maintenance Management System. CMMS is also known as Enterprise Asset Management and Computerized Maintenance Management Information System (CMMIS). A CMMS software package maintains a computer database of information about an organization's maintenance operations, i.e. CMMIS - computerized maintenance management information system. This information is intended to help maintenance workers do their jobs more effectively (for example, determining which machines require maintenance and which storerooms contain the spare parts they need) and to help management make informed decisions (for example, calculating the cost of machine breakdown repair versus preventive maintenance for each machine, possibly leading to better allocation of resources). Now the federal government is publishing the regulations. Mr. Hamers believes the only change for the District may be an increase in paperwork. If the proposal moves forward, there would be a national WDR called CMMS. JUNE 15, 2010 , 'y,,;-:a PAGE 3 • CONVERSION OF SEWER ATLAS TO GIS — ATLAS 95% COMPLETE; NOTICE TO PROCEED ON CMMS The sewer atlas is 95% complete. EEC is developing the wastewater discharge watershed (WDW). Mr. Fauth reviewed the maps with the Committee. Mr. Hamers reported EEC needs the notice to proceed to Phase II by the end of June. When the CMMS portion is complete the District will need someone on board to update the atlas when new sewer lines are added, revise WDW maps and enter cleaning and other data into the system. Mr. Hamers estimates it will take the person two to four hours per day to update.the system. Director Perry questioned if we have a part-time person on Staff who could perform the duties. Mr. Fauth acknowledged Isidro Gallardo, CMSD Ordinance Enforcement Officer, does hold a part-time position and could be trained on the system. Mr. Hamers stated his office or EEC could also be contracted to perform the duties. Staff will review the options and report back to the Committee. Mr. Fauth will contact EEC regarding training requirements. FLUSHABLE NON-WOVEN PRODUCTS The campaign has gone national with Kimberly Clark and other manufacturers now reacting to the struggle with rags and non-woven products. A case report was provided to Senator Huffington's office and currently hearings and legislation are being worked on. The District should work on education to not flush any products other than bath tissue down the toilet. Mr. Fauth referred to an article in the Pacific Northwest Clean Water Association's newsletter by • Patrick McNelly, OCSD Analyst, and Nicholas Arhontes, OCSD Director of Operations and Maintenance discussing dispersible vs. flushable and the fact truly flushable material is manufactured so it breaks down when it gets wet. CMSD SEWER CLEANING PROGRAM - UPDATE National Plant Services, Inc. began the cleaning program yesterday. The program is being modified due to the contractor's desire to work at night as much as possible. Mr. Fauth reported he will be having a teleconference after the meeting to request documentation of the cleaning plan. Paul Guzman, District inspector, will provide morning oversight for the contractor's work and Joe Limon, District inspector, will be on duty in the afternoon. CCTV of approximately 4000 linear feet will provide spot checks of the cleaning. The Committee reviewed linear feet required to maintain the 3 year cleaning cycle it was agreed the FY 2010-11 line cleaning budget can be decreased $100,000. Mr. Dulake will provide oversight for nightly program set up. SEWER LATERAL ASSISTANCE PROGRAM — PLUMBERS SEMINARS 5/14/10 & 5/25/10 Mr. Fauth reported a good seminar turn-out, 27 signatures were listed on sign-in sheets. There have not been any issues with attendees of the seminar violating the procedures. Mr. Fauth recommended repeating the seminar annually. The Committee agreed Staff should send thank you letters to the plumbers in attendance. WDR COMMUNICATIONS SEMINAR 10/21/10 (ROOT SEMINAR POSTPONED) • Mr. Hamers reported the October 21, 2010 WDR seminar will cover communications. Three communication methods will be reviewed; cell phone, WEROC, and 900 MHz. The Root Seminar has been postponed until January or February. CMSD PROJECTS: PROJECT #129 — BRISTOL STREET SEWER PROJECT A report on this project will be in the Board packet. PROJECT #186 — SEWER LATERAL ASSISTANCE PROGRAM Mr. Fauth reported $140,436 has been expended this fiscal year and over $400k over the life of the program. PROJECT #187 — DISTRICT YARD Mr. Hamers reported the District Yard will be complete by the end of the month. Occupancy is expected in July. OTHER Mr. Hamers provided miscellaneous statistics he found interesting from the OCSD budget • document. Mr. Fauth shared a notice to Roto Rooter's June 25th open house discussing cured in place lining techniques. SSC MEETING SCHEDULE The next meeting is scheduled for Tuesday, July 13, 2010 at 10:30 a.m. PUBLIC COMMENTS There were no public comments.
