1. City/Mesa Projects Coordination
Mr. Roeder and Ms. Leach gave updates regarding the subcommittees they are chairing to assist
Mesa and the City in understanding each other's concerns and to improve coordination of
construction projects.
2. Water Efficiency Classes in City Brochure & Water Efficiency Landscaping
Incentives
Mr. Roeder agreed with Mr. Atkinson's suggestion to have the Mesa classes listed in the City's
quarterly recreation review. Landscaping incentives were also discussed.
3. City Letter/Resolution of Support for ACWA's Blueprint
Mesa requested the City and the Sanitary District consider a resolution of support for the ACWA
Blueprint water information program. Ms. Leach distributed materials on ACWA's Blueprint. Mr.
Bockmiller and Mr. Atkinson noted the benefits to the education program.

4. Potential Water Demands for Proposed High Rise Development
Mesa commented that at a preliminary review level, Mesa has sufficient water availability for the
potential high rise developments that they are currently aware of. Ms. Leach explained that the
water pressure boost needed to serve a high rise is typically installed on the private side of the
meter and as part of the building. The City, Mesa, and the Sanitary District agreed that it is
critical for developers to determine sewer and water infrastructure impacts very early in the
development process since a high rise usually represents a building density above everyone's
master planned level.
5. Sanitary District Increase in Refuse/Sewer Fees
Mr. Mansoor requested information on the Sanitary District's fees and rate setting process due to
an inquiry from Arnel Development, a local property owner. Mr. Hamers explained the Sanitary
District complies with Proposition 218 in its rate setting process and that the sewer fees were very
low compared to other Orange County cities. Mr. Hamers further explained the trash collection
fees have risen due to a 15% increase in residential trash from residents over the last few years.
Mr. Hamers also discussed the contractual relationship with the trash hauler and the City as
provider of sewer maintenance services.
6. Discontinuation of City/Sanitary District Operating Agreement
Mr. Roeder explained the events leading to the termination of the Sanitary District utilization of
City field crew workers that will become effective December 15, 2005. All City workers will retain
their positions with the City but in different areas.
7. Information on City's Residential Remodeling Incentive Program
Mr. Roeder explained the well-received incentive program. The City used the City of Anaheim
idea on an incentive program and then expanded the program to be educational and user
friendly.
8. Update on Project Coordination/Street Cut Policies
This item was discussed under item one above.
9. Ocean Water Quality
Mr. Hamers explained the improvements required of sewer system owners to keep the systems in
excellent working condition in order to avoid sewer spills. Mr. Hamers also explained the storm
water program the cities must adhere to in order to decease urban water runoff pollution. The
Aix goal of the comprehensive programs is to protect the ocean water.

10. CMSD Outreach Program
Mr. Woodside, Mr. Ferryman, and Mr. Fauth explained the Sanitary District's outreach programs
that include arranging tours, holding classroom vermi-composting projects, holding classroom
recycling projects, holding non-profit group recycling education projects with incentives, and
holding the yearly telephone book recycling contests for schools.
11. Future Meeting Dates, Times & Locations
The next meeting will be hosted by the City of Costa Mesa on Friday, December 23, 2005, at
7:30 a.m. at Costa Mesa City Hall.
