Minutes - Board - 1958-09-15F./-- MINUTES OF THE REGULAR ADJOURNED MEETING BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT HELD AT 695 W. 19TH STREET September 15, 1958 Roll Call Present: Directors Nelson, Norman and Meyers. Absent: Directors Porter and Hollister. Officials Present: Assistant Secretary Swartz, Finance Director Hartzler, Engineer Southworth, Attorney Dungan, Street Foreman Heller. The meeting was called to order at 12:00 noon by President Meyers. Plans and The Engineer stated that he had prepared plans and specifications Specifications for construction of sanitary sewers and appurtenances in Annexation for Annex. ##19 No. 19. The plans and specifications were presented and discussed. A letter from the Orange County Health Department was read recom- mending that proceedings be instituted for the construction of sanitary sewers in Annexation No. 19. It was moved by Director Norman, seconded by Director Nelson, and unanimously carried that said letter be spread in full upon the minutes of this meeting. Said letter, dated Septenber•'12, 1958, reads as follows: 2 - Health Department COUNTY OF ORANGE Santa Ana, California P. 0. Box 355 September 12, 1958 Costa Mesa Sanitary District 695 West 19th Street Costa Mesa, California Attention: D. Southworth, City Engineer Gentlemen: As Health Officer for the City of Costa Mesa and of the County of Orange, I hereby recommend that proceedings be instituted at once for the construction of sanitary sewers in the area described as follows: 1. Annexation No. 19 bounded generally by Palisades Road on the north, Mesa Drive on the south, Santa Ana Avenue on the west, and Bayview Avenue on the east. 2. Annexation No. 29 consisting of Lots 2, 3, and 4 of Tract 456. 3. Portion of Annexation No. 28 consisting of Lots 2, 3, 4, 5 and 6, Block "FB" of the Berry Tract. This recommendation is made as a measure necessary for the protection of public health and is made pursuant to Section 2808 of the Streets and Highways Code of the State of California. We have made an investigation of the sanitary conditions in this area and have found that residents therein have been and are experiencing difficulties with their individual sewage disposal systems. FRISBY, CHIEF Division of Sanitation EEF:E -3- ' Plans and It was moved by Director Nelson, seconded by Director Norman to ,,Specifications adopt Resolution No. 73, "A RESOLUTION OF THE BOARD OF THE COSTA (Con't) MESA SANITARY DISTRICT OF ORANGE COUNTY, CALIFORNIA, ADOPTING Resolution #73 PLANS, MAP, AND SPECIFICATIONS FOR THE CONSTRUCTION OF SANITARY SEWERS AND APPURTENANT WORK IN ANNEXATION NO. 19 TC SAID DISTRICT" Motion was adopted by the following roll call vote: AYES: Directors Norman, Nelson and Meyers. NOES: Directors - None. ABSENT: Directors Porter and Hollister. Resolution #73B It was moved by Director Nelson, seconded by Director Norman to adopt Resolution No. 73B, "RESOLUTION OF THE BOARD OF THE COSTA MESA SANITARY DISTRICT, ORANGE COUNTY, CALIFORNIA, ADOPTED PUR- SUANT TO THE PROVISIONS OF SECTION 2808 OF THE "SPECIAL ASSESS- MENT, INVESTIGATION, LIMITATION AND MAJORITY PROTEST ACT OF 1931 ", BEING DIVISION 4 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA". The resolution was adopted by the following roll call vote: AYES: Directors Norman, Nelson and Meyers. NOES: Directors - None. ABSENT: Directors Porter and Hollister. Resolution #73C It was moved by Director Nelson, seconded by Director Norman to Constructing of adopt Resolution No. 73C, "A RESOLUTION OF THE BOARD OF THE .7,11 Sanitary Sewers COSTA MESA SANITARY DISTRICT OF ORANGE COUNTY, CALIFORNIA, APPROVING A PROPOSED RESOLUTION OF INTENTION FOR THE CONSTRUCTION OF SANITARY SEWERS AND REQUESTING CONSENTS TO THE CONSTRUCTION OF SAID SEWERS AND THE ASSESSING OF PROPERTY FOR THE PAYMENT THEREOF ". The resolution was adopted by the following roll call vote: AYES: Directors Norman, Nelson and Meyers. NOES: Directors - None. ABSENT: Directors Porter and Hollister. Adjournment It was moved by Director Nelson, seconded by Director Norman, and unanimously carried to adjourn at 12:15 P.M. to Septem1ber 26, 1958 at 12:00 noon in order to canvass the votes from the Sanitary District Election.
