Minutes - Board - 1958-04-17MINUTES OF THE REGULAR ADJOURNED MEETING BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT HELD AT 695 WEST 19TH STREET 1 April 17, 1958 Roll Call Present: Directors Nelson, Norman, Porter, Hollister, Meyers. Absent: Directors -None. Officials Present: City Manager Unger, Assistant City Manager Swartz, Attorney Dungan, Engineer Southworth, Street Fore- man Heller. The meeting was called to order at 7:30 P. M. by President Meyers. Report - Study A letter from District Manager Unger was read. It stated that of Trash & Gar- the study of the sixteen bids received for the collection and bage ^Bids disposal of garbage and rubbish indicates that the bid of .63 per unit per month for three years is the low bid on occupancy basis. This bid was submitted by the Santa Ana Commercial Company. The bid of Kenneth C. Price of $7,783.18 per month was the lowest bid submitted on a flat rate basis. Since the contract would be for a- period of from three to five years, a comprehensive checkout is being made on each of the low two firms. Since the complete information needed was not received, a recommendation could not be made to the board on who is the lowest responsible bidder. The District Manager requested that the designation of the lowest responsible bidder be withheld until such time as a de- tail analysis of the companies as noted above is completed. It was moved by Director Nelson, seconded by Director Hollister and unanimously carried that awarding of bids be tabled until the next regular meeting on May 1, 1958, at 7:30. Oral Commini= It was moved by Director Nelson, seconded by Director Porter and cations unanimously carried that oral discussion be stricken from the minutes because the man refused to identify himself. Grease Traps Street Foreman Heller brought a request before the board from the Building Department that the portion of Ordinance 1, Section 8, of the Sanitary District dealing with grease trap requirements in 'restaurants, etc. be amended, as these requirements were found to be unnecessary. Ordinance #3 It was moved by Director Hollister, and seconded by Director Norman,. to adopt Ordinance #3, amending Ordinance #1 deleting from it that portion of Section 8 which was read, "All restaurants, hotels, lunch counters, boarding houses and other places disposing of waste water containing grease shall be equipped with an approved type of grease trap,and all fixtures used for the disposal of such waters shall waste into said grease trap, and into the sewer. ", and that this constitutes the first reading of Ordinance #3. The motion was approved by the following Roll Call vote: AYES: Directors Nelson, Norman, Porter, Hollister, Meyers. NOES: Directors -None ABSENT: Directors -None y , Protruding l an- hole Cover Dorfman - Annex. #38 Adjournment • 40 48 -2- The existence of a protruding manhole cover on Mesa Drive was reported., Street Foreman Heller advised that this would be taken care of. The Engineer reported that work had been started in Annex. #38 by Charles J. Dorfman. Since there was no further business to be brought before the board, it was moved by Director Hollister, seconded by Director Norman, and unanimously carried to adjourn at 8:00 P. Too ATTEST: Secretary
