Waste Discharge Requirements (WDR) Mr. Hamers provided a review of the Regional Water Quality Control Board's Waste Discharge Requirements, including the requirement for the adoption of a grease control program by the Sanitary District and other agencies tributary to the Orange County Sanitation District by December 30, 2004. Mr. Shaffer of Environmental Engineering and Contracting (EEC) gave a presentation recommending the parameters of the District's fats, oils, and grease (FOG) Control Program and Implementation. Mr. Shaffer distributed a draft FOG Control Program Manual and other materials dated November 30, 2004 for consideration by the Board. The proposed parameters were based on EEC's discussions with the CMSD Manager /District Engineer and Assistant Manager as well as EEC's work with other agencies in Orange County subject to the Waste Discharge Requirements. Protecting our community's health by providing solid-waste and sewer collection services. costamesasanitarydistrict.org Costa Mesa Sanitary District Page 2 Minutes of Special Meeting Held December 6.2004 • Director Woodside motioned to establish the parameters of the Costa Mesa Sanitary District's fats, oils, and grease (FOG) control program and adopt the program documents in accordance with presentation materials dated November 30, 2004 from EEC; including directing District Staff to bring back appropriate revisions to the existing CMSD grease control ordinance; directing District Staff to make recommendations whether food service establishments should be registered or under a permit; directing District Staff to make recommendations on a method for billing individual food service establishments to support the cost of the program; and to acknowledge that EEC has made the presentation as required in the agreement with the District and is directed to proceed with the remaining items in the agreement and that the adoption of the program parameters as presented should not change the scope of work or contract costs as shown in the agreement. Directors Present: Dan Worthington, Arlene Schafer Staff Present: Rob Harriers, Tom Fauth, Joan Revak Director Worthington called the meeting to order at 9:00 a. m. STRATEGIC PLANNING 2004 — PUBLIC OUTREACH — CLASSROOM RECYCLING PROJECTS Director Worthington reported he was unable to find classrooms that were amenable to having the recycling program due to the school educational requirements. Director Worthington informed the Committee of his decision to step down as Committee Chairman and offer the position to another Board member. TELEPHONE BOOK RECYCLING PROGRAM WITH SCHOOLS Ms. Revak reported the School Telephone Book Recycling Program is in progress and will run through December 29, 2004. PUBLIC RESTROOMS Mr. Fauth spoke with a representative from the City of Los Angeles and received copies of their contract. Mr. Hamers suggested the Board may want to consider limiting the reports on those meetings to allow more time to discuss sewer matters such as the grease control program or major construction projects Director Ferryman suggested having an agenda item called "Other Meetings, as Appropriate to be utilized if there is something of impact and interest for the Costa Mesa Sanitary District. Mr. Burns advised a list of the meetings that may be reported on must appear in the agenda. Mr. Shef's summary report contained the following information: • 10 flyers given to residents and 6 containers oversprayed and ID tagged Announcements of fully- automated trash collection service being affixed to containers. • Mr. Shef receiving many questions regarding the new rules for the fully- automated collection. NEW DISTRICT HEADQUARTERS Ms. Davis presented a detailed report of expenditures on the acquisition and improvement of the new building. Mr. 'Fauth provided an update consideration for the building remaining areas of the interior. RECYCLING REPORTS and list of improvements under exterior, the grounds and a few WASTE DIVERSION REPORT- NOVEMBER 2004 Ms. Revak presented the Waste Diversion Reports for November 2004 showing a 50.78% diversion rate. Director Schafer motioned to receive and file the Waste Diversion Report. Director Woodside seconded. Motion carried 5 -0. CONTRACT PAYMENT TO CR TRANSFER FOR RECYCLING SERVICES AND DISPOSAL PAYMENT FOR NOVEMBER 2004 SERVICES Director Woodside motioned to approve contract payment to CR Transfer for recycling services and disposal for the month of November 2004, in the amount of $179,600.59. Director Perry seconded. A list of the automation schedule was provided. Mr. Burns reported the agreement for CR &R is in typing. Mr. Fauth reported there has been discussion regarding conflicting trash pickup and street sweeping schedule. Mr. Fauth is in contact with the City to seek resolution to the conflicting schedules. NEW CONTAINER DISTRIBUTION Mr. Fauth provided an itemization of the standardized container requests. Mr. Fauth reported he has received positive feedback from residents requesting and being charged for additional containers. Mr. Fauth reported three scenarios regarding container purchase /exchange i have arisen and requested Board direction for future circumstances. X Mr. Fauth reported upgrades from 60 to 90 gallon containers have been granted at no charge. X Mr. Fauth reported he was contacted by new homeowners who had no containers at their residence when they moved in. Rather than charge the residents for the replacement containers, Mr. Fauth provided them at no charge. X Mr. Fauth reported he has also received a call from a resident with two 35- gallon containers requesting an additional 35- gallon container because they are disabled. They requested the container at no charge. CMSD BOARDROOM, 628 W. 19TH STREET COSTA MESA DIRECTORS WORTHINGTON AND SCHAFER STRATEGIC PLANNING 2004 - PUBLIC OUTREACH - CLASSROOM RECYCLING PROJECTS Director Worthington reported he was unable to find classrooms that were amenable to having the recycling program due to the school educational requirements. • President Ferryman suggested pursuing the presentations and investigating 9 9 whether there is another way to provide the education to students. The Board commended Director Worthington for his efforts regarding the public outreach program to the students. Director Schafer suggested discussing the item at the Strategic Plan meeting. TELEPHONE BOOK RECYCLING PROGRAM WITH SCHOOLS The School Telephone Book Recycling Program will run from November 17 through December 29, 2004. Currently, 25 schools are participating in the program. ENGINEER'S REPORTS WASTE DISCHARGE REQUIREMENTS - (WDR) GENERAL UPDATE Mr. Hamers reported all the agencies under the WDR must submit their grease control programs to the RWQCB by December 31, 2004. GREASE CONTROL PROGRAM DEVELOPMENT PROJECT NO. 174 - AGREEMENT WITH EEC Mr. Hamers reported EEC (Environmental Engineering and Contracting, Inc.) is planning the Grease Control Program implementation after having finished the grease control program documents. Mr. Hamers has prepared a submittal letter to the Water Quality Control Board with the District's grease control program documents and the alternatives to grease disposal as required in the WDR. Discussion was held regarding method of charging for grease discharge and proportionality of the charges. Staff was requested to prepare a potential schedule of charges for Board review. Mr. Roeder will provide MCWD and the CMSD with maps showing the proposed land uses for each agency to comment on the effect on their respective systems. 3. Update on Coordination of Agency Projects Ms. Leach gave an overview of the proposed CCM /MCW D agreement that details how the staffs each agency will work together to minimize inconveniences to construction operations and the public *Of uring Water District projects. Update on Fully Automated Trash Collection Mr. Hamers and Mr. Fauth gave an update on the conversion to fully automated trash collection service including how street sweeping by the City is being coordinated. The District will consider special circumstances such as the incidence of limited parking or on- street bicycle paths. 6. Tour of CMSD Building Mr. Fauth gave a tour of the new District headquarters at 628 W. 19th Street, Costa Mesa. CMSD Staff has requested OCSD Staff to consider an OCSD commitment of approximately $2 million to make possible the desired option. Project 1112100 -129 Bristol Street Pumping Station The County of Orange plans on widening Irvine Avenue from Bristol Street to University Drive, which will cause relocation of the CMSD Tustin Pumping Station. The District can upgrade the station to a level able to serve the redevelopment of the area. The upgrade alleviates the need for the Bristol Street Pump Station and the project can be reduced to construction of a new gravity sewer only. These findings were submitted to the Orange County Development Agency and as requested the Sanitary District prepared a new three party agreement reflecting these findings. Project 1112100 -135 Reconstructing Force Main for Elden Pumping Station (Phase II) • Construction is complete. The District and City of Costa Mesa are awaiting comments from the State on the easement and rights -of -way documents submitted. A reminder letter was sent to the O.C. Fairgrounds to continue consideration of the easements. • Project 1112100 -159 Televising Sewer Lines Program Years 98 -99, 99 -2000 Various areas were televised in September 2004. Project 1112100 -162 Pilot Program -Use of Enzymes to Control Grease and Odors The District retested the Ennix enzyme /bacteria in the W. 19"' Street sewer where grease accumulates from all the restaurants. The results were submitted for inclusion in the Phase I countywide grease control study. CMSD Staff is waiting for the results of the countrywide Phase II study that is also testing enzymes and bacteria. Project 1112100 -166 Manhole & Pump Station Coating & Miscellaneous Work The project was awarded at the July 2004 regular meeting and construction is 80% complete. Project 1112100 -167 Emerson Street Sewer Relocation The design phase is continuing. Project 1112100 -168 Tustin Pumping Station Remodel or Relocation The design phase is being restarted now that the County of Orange is confident in the newly proposed road alignment. The City of Newport Beach will be constructing the new CMSD gravity lines with their new water lines in early 2005. Project 1112100 -171 Tustin Pump Station Force Main Rehabilitation -Phase I The design phase is continuing. Project 1112100 -172 Waste Discharge Requirements =R) -Part I The Board approved a consultant agreement with EEC at the July 2003 regular meeting to perform an analysis of how fats, oils, and grease (FOG) from restaurants in the District are causing "hot spots ", backups, and sanitary sewer overflows (SSO's). Project # 166 - Manhole and Pump Station Recoating Paul reviewed the status of the project and there are 12 manholes and three pumping stations remaining to be recoated. The three remaining pumping stations are located in the City of Costa Mesa and there is a construction moratorium in effect that began on Thanksgiving and runs until the end of the calendar year. 11. CMSD Grease Control Program Rob finalized the letter to the Regional Water Quality Control Board that included the District's fats, oils, and grease (FOG) control program documents and Joan insured its delivery by the December 30, 2004 deadline. The District's consultant EEC is ready to begin the implementation starting on January 3, 2005. 111. Building and Grounds Safety and Loss Prevention Rob reviewed the need for Tom and District Staff to perform a risk assessment and safety review for the areas in and around the District's new headquarters. The building was given a certificate of occupancy by the City of Costa Mesa that included an ADA compliance review, however, a loss prevention survey is still warranted. Tom will contact SDRMA to determine whether they will consider performing a site review. IV. 23`d Street Pumping Station Emergency Valve Repairs Gerry reviewed the plug valve failure at the pumping station that forced S operations to be isolated to one pump instead of two, and Rob reviewed the emergency work performed by the District's emergency contractor, Schuler Engineering, to replace the five 20 year old plug valves and check valves inside the station with new valves. The station is now operating properly. V. 23`d Street Pumping Station Emergency Repair of Magnetic Pump Starter Gerry reviewed the failure of one of the magnetic pump starters at the station. Karl Dulake of the field crew concluded the wiring was not properly installed and Rob contacted ESSCO Pump and Controls who provided a new starter as the starters were still under warranty. Approximately fifteen courtesy flyers were distributed and only three containers over sprayed to cover graffiti. This was due to considerable rain and wind during the month. The Christmas Holiday fell on a Saturday which did not disrupt the normal collection schedule. The excessively windy days this month did cause many containers to be knocked over spreading trash along the collection areas. This was caused partly by containers being overfilled making them top heavy and unbalanced. Also extra boxes, plastic trash bags and newspaper for recycling placed on top of the containers all contributed to a messy area with wind and rain. These extra items not in the containers necessitate manual collection and removal by Costa Mesa Disposal drivers. The required placement of containers in the street seems to have caused some confusion with residents since cars cannot be parked along with the containers making for collection difficulty by Costa Mesa Disposal utilizing the automatic lifting mechanism. Drivers must physically correct placement of containers for collection by exiting the truck plus also moving boxes and bags for removal. The current month also seemed to bring out a few more lone scavengers. Most were seen in alleys where containers are left out daily, all week long. This of course leaves the greatest exposure for pilfering anything and everything. Those scavengers spoken to were all individuals primarily looking for recyclables with no legitimate identification and minimum communication abilities. All were warned about scavenging and restrictions thereof.
