Reso 2009-764RESOLUTION NO. 2009-764 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT ESTABLISHING A REGIONAL RECYCLING AND WASTE REDUCTION GRANT PROGRAM WHEREAS, the County of Orange authorizes OC Waste & Recycling to administer various Grant Programs in furtherance of the State of California's (State) efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority the County of Orange, OC Waste & Recycling is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, Grant Application procedures require a Lead applicant's governing body to authorize by resolution its approval for submittal of the Grant Application identified below, and the designation by job title of the individual authorized to execute all Grant documents on behalf of Costa Mesa Sanitary District; and WHEREAS, the Costa Mesa Sanitary District agrees to use grant funds for new or significantly expanded programs or activities to enhance recycling efforts, divert food waste from the solid waste stream through composting and vermicomposting programs, divert Fats, Oils, and Grease from the solid waste stream and further recycling and diversion public outreach and education programs in schools and residential communities; and WHEREAS, if awarded, Costa Mesa Sanitary District will enter into a Grant Agreement with the County of Orange, OC Waste & Recycling for implementation of said Grant. The effective date of this Resolution shall be June 23, 2009. NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa Sanitary District authorizes the submittal of application to OC Waste & Recycling for all grants for which Costa Mesa Sanitary District is eligible. BE IT FURTHER RESOLVED that this authorization is effective for June 23, 2009 through June 23, 2012; time period not to exceed five (5) years; BE IT FURTHER RESOLVED that the Manager /District Engineer, or his designee is hereby authorized and empowered to execute in the name of the Costa Mesa Sanitary District all grant documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. The Costa Mesa Sanitary District recognizes the opportunity the County of Orange has provided through this grant program and commends the County for its regional leadership in solid waste management and recycling and waste diversion activities throughout Orange County.
