Minutes - Board - 1956-02-02it m MINUTES OF REGiJLAR MEETING BOARD OF DIRECTQRS OF THE COSTA MESA SANITARY DISTRICT HELD AT 111 EAST 20TH STREETS COSTA MESA., CALIFORNIA February 29 1956 Roll Call Presents Directors Meyers., Normans, Hollister,,, and Nelson Absents Dire+iptor Porter Officials Presents Attorney Dungan,, Engineer Southworth The meeting was called to order by President Meyers at 7230 p.m.- Minutes Upon motion by Director Nelson' seconded by Director Norman., and unani- mously carried$ the reading of the minutes of January 5., 1956 -..Ms waived and they were approved as written and mailed, Upon motion of Director Nelson,, seconded by Director Norman., and unai® mously carried.,, the minutes of the adjourned regular meeting held January 19S 1956 were read and approved as read, Oliver George appeared before the Board on behalf of Helipot Corporation and T. EA Thal., 765 South Harvard Blvd.., Los Angeles 5., California to request a temporary sewer connection to the line at Placentia and 19th Street until such time as the overall sewer system is completed. After considerable discussions Director Hollister moved that the Attorney be instructed to draw up a contract and the president and secretary author• ized to sign said agreement allowing said connection subject to the following conditions: 1. Upon payment of the regular rental charge heretobefore set by the District, payable by deposit of $150 for the first three years' rental to be paid in advance; 2. Annexation #30 President Meyers announced that this was the time and place fixed for (Pub. Hearing) the hearing of protests or objections-against the proposed ANNEXATION N0, 30. The Attorney reported that the affidavits and proof of the publication of the Notice of Public Hearing are on file. President Meyers requested all persons who wished to speak on the proposed annexa. tion to do so. No person desired to speak and there being no oral or vrritten protests, Director Hollister moved that the hearing be closed. The motion was seconded by Director Nelson and was carried unanimously.. Resolution #10-A THEREUPON., Do Rollister moved the adoption of Resolution No, 10-A, (annex. ! }30) a resolution annexing the territory described in proposed Annexation #,.30., to the Costa Mesa Sanitary District, Orange County California. The motion was seconded by D. "` roll call votes AYES: Directors Meyers,, Norman., Hollister,. and Nelson NOESs Directors a- None ABSENTS Director Porter Tracts #2993 &2836 Mr. H. B. Saffell of Saffell & McAdam., 1037 E. Lemon St., Monrovia, (Saffell & Bissell) California., and Frank Bissell,, 1885 Park Ave.,, Costa Mesa, appeared before the Board to request permission to install a sewer line in an area included in Tracts #2993 and #2836. After discussion Director Norman moved that the applicant be granted permission to put in a sewer line on East 20th Street from Aliso Avenue (proposed) to Irvine Avenue upon payment of regular rental charge heretofore established by the Districts said-payment shall be deferred until after the bond election on February 2 1., 1956, and if said bond issue carried the rental charge shall be cancelled. In such event the District agrees to reimburse the applicant., as follows: The applicant shall advertise for bids for the construction of said sewer line and shall let the bid to the lowest bidder with the approval of the District. The amount of reimburse- ment shall be the amount of this bid or the per unit cost of the contract awarded under the Bond Election proceedings for is Annexations 13, 159 and 17, whichever is lower. The motion was seconded by D. Hollister and carried unanimously. Engineer Soutnworth advised the Board that Dike & Colegrove are re- questing permission to install a sewer line at Santa Ana and Orange and a temporary pump. After discussion Director Hollister moved that the request be approved subject to the following provisions: a, District agrees to pay the power at pumping station on the condition that the pump shall become the property of the District in the event the bond election carries and District sewer lines are constructed; b. Upon the payment of the usual rental charge heretofore set by the District; c. Upon receipt of bill of sale. The motion was seconded by Director Norman and was unanimously carried. Brown was employed as Special Counsel, for the 1911 Act proceedings for Annexation ##270 A communication was read from Lee Nelson of the County Sanitation Dis- tricts of Orange County concerning a problem relating to the metering of sewage in the Halecrest Subdivision and requesting that the Costa Mesa Sanitary Distrrict make a determination of the number of houses connected.
