DISTRICT, held at 111 Ea 20th, Costa Mesa, Sept. 1, 1955 019 PRESENT: Directors, Meyers, Nelson, Hollister, Norman® Absent: Done OTHERS PRESEivT : Engineer Southworth Attorney Dungan OTHERS: Kenneth 'Co Price H. M. Carqueville C. L. Heller D. H. Sutherland. Meeting was called to order by President Meyers at 7:30 Pem. Hearing on Annexation #22 = There were no protests. Moved by Norman seconded by Nelson that the hearing be closed. Carried. Moved by Nelson, seconded}by Norman that the territory be annexed to the District and that the Attorney be instructed to file the annex- - tion with the Board of Supervisors. Carried. Moved by Norman, seconded by Nelson that the Sanitary Board accept the i-iork of Radisch and Ferguson as completed. Carried. Letter from Selim Franklin read cr•iticiaing garbage and trash pick up. There was general discussion on the service and on the type of containers being used.. Mr. Price reported on the difficulties his men were having with``too heavy containers and other poor type recept- aeles. The Sanitary Board members felt that the use of proper contain- ers should be encouraged and that Mr® Price should advise home owners and others of their responsibility in providing adequate containers and should condemn those that are not right® Mr. Price reported that the trucks were being held up,ten or fifteen minutes at Alpha Beta while they were unloading groceries. He was advised that he could require Alpha Beta to put their trash on the public alley. There was general discussion on the best method of encouraging pur- chase and use of good containers. fir. Nelson suggested inviting local merchant: to cooperate. Mr. Price advised he Rould make available two trucks on a Saturday to,take the cans around. Attorney Dungan advised Mr. Price that the count is taken every six ' months and only units of ten or more in a tract can be added during the time until the next count. Added were: 756, 7620 780, 763, 785, 768, 753, 769, 791 and 776 Center Street. Carried. Attorney Dungan suggested that it night elim- inate confusion if a written contract was drawn up which sets forth in detail what a retainer fee covers. - Moved by Nelson seconded by Norman that Al Hollister be appointed Secretary Pro Tema. Carried-. . Nelson moved, Hollister seconded that Ellis Porter be-appointed a member of the Sanitary Board effective September 1. Carried. Nelson moved t)at the engineer draw preliminary report on annexation #17. Hollister seconded and motion carried. Hollister moved that Mr. Southworth draw a preliminary report on #21 and #22.
