Summary
This report summarizes major points for three ordinance enforcement topics covering scavenging, graffiti on trash carts, and
Decembertrash container enforcement. For the month of , the CMSD Code Enforcement Officer (CEO) focused his efforts on
patrols in various parts of the community. The goal is to identify and deter instances of scavenging and residential trash carts left
within the public view.

That the Board of Directors receive and file this report.

Subject: Past Communitywide Surveys
Summary
On December 12, 2023, the Board of Directors received the results from the 2023 Communitywide Survey. The Board directed
staff to report back with data from past surveys to compare and contrast the level of satisfaction and feedback from the
community.
Recommendation
That the Board of Directors receive and file this report.
Analysis
Since 2012, the district has conducted five communitywide surveys. All surveys are not alike as specific questions were asked
during the time that necessitated such questions. Also, the 2016 and 2019 surveys had a sample size of 500 residents whereas
the 2012, 2021 and 2023 surveys had a sample size of 1,000 residents. The organics recycling program was not adopted when
the 2012 survey was conducted. All survey results can be found on the district'swebsite.

Reviewing data from past communitywide surveys is an administrative action that is categorically exempt under the California
Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) Section 15300.4 of CEQA allows an agency
while establishing its own procedures to list those specific activities which fall within each of the exempt classes, and the District
has adopted CEQA Guidelines and Implementing Procedures that state on page 6 Projects does not include .... C. Continuing
administrative or maintenance activities.
Financial Review
Cost for conducting communitywide surveys ranges from $30,000 to $40,000. All surveys were budgeted in the district's adopted
budgets.

Subject:City of Costa Mesa Fairview Developmental Center Specific Plan
Summary
The City of Costa Mesa is in the process of developing the 121-acre property that will consist of mixed use, mixed-income
housing units and a regional emergency operations center for the State. The Board directed staff to agendaize this item for
discussion on CMSD's involvement with the project.
Recommendation
That the Board of Directors receive and file this report.
Analysis
District Engineer, Mark Esquer, will give the Board an oral report regarding the status of the project and the level of involvement
from CMSD. More information about the City's Fairview Development Center Specific Plan can be found on the City'swebsite.
