Receipt of this Addendum shall be noted on the Bid Proposal Form. The following changes, additions, clarifications, or modifications shall be made to the contract documents and construction drawings; and all other conditions remain the same. General Information/Requirements 1. Dates: a. Tuesday, May 2, 2023: Addendum #1 Issued b. Thursday, May 18, 2023: Bids Due (emailed) before Noon (12:00 PM) 2. Mandatory PreBid Meeting Questions and Discussion: During the Pre-Bid Meeting, prospective bidders and the District discussed the overview or summary of the Project 342 HQ Sewer and Water Modification work. In addition, the following topic summaries, clarifications, and additional information is being provided: a.Will there be a staging area? The District will assign about 1/8 of the parking area for contractor staging, temporary storage, and parking. The actual area will measure 16 feet by 60 feet (960 square feet) in the northwesterly portion of the parking area. This temporary area may be used for the Contractor vehicle parking, Contractor employee parking, temporary storage of construction equipment, and/or temporary storage of material and supplies. 290 Paularino Ave, Costa Mesa, CA 92626 • (949) 645-8400 • fax: (714) 540-1392 “Protecting public health and the environment for current and future generations.” Except for the District-provided temporary storage area, the contractor shall not use the remaining portion of the parking lot and must immediately remove or reposition construction items into the temporary storage area. The Contractor shall protect the existing pavement from damage, equipment scuffs, and typical construction wear or tear. The Contractor shall restore the temporary storage area to pre-construction conditions. Should the Contractor require more temporary storage space than provided by the District, the Contractor shall secure off-site, temporary storage and/or arrange to shuttle contractor employees to the construction site. The cost for off-site temporary storage and/or Contractor employee parking shall be included in the Contractor bid(s). b. Is an encroachment permit required for the water meter area? No. A City Encroachment permit is required only if or should the Contractor decide(s) to work from the roadway. Except for replacing the existing 2” backflow device onto private property, no trenching or digging will be allowed off the District property. c. Will you allow PVC pipe for the potable water service? No. PVC pipe is not allowed for potable water service. However, the District will allow food grade/potable water service-rated HDPE for potable water service 1-inch or less. If HDPE pipe is used, hose bibb and riser shall be copper pipe. Bids and bid award will be based on providing copper pipe. The HDPE pipe will be an alternate bid item. d. Is weekend work allowed? Only on Saturday, not Sunday. Arrangements must be made with the District Engineer should Saturday work be requested. While Saturday will be allowed, the District Engineer reserves the right to refuse any weekend work should there be a conflict. e. Does all work need to be DIR? Yes. Every aspect of this project is subject to the State Department of Industrial Relations (DIR) requirements, prevailing wages shall be paid for all aspects of this project, and records must be submitted as required by DIR. 3. An additional question was submitted by the Question Deadline: clarify the location of the sewer stub for the new proposed 4" sewer lateral and what size is the stub? The location is about 21 feet from the northerly property line. The sewer stub/pipe will be two (2) feet into the property and the invert will be 4 feet, 10 inches below grade. A stake indicating stub “end” will be placed prior to construction. The Contractor is responsible for installing a reducer fitting. The cleanout may be constructed of a 6-inch or 4-inch pipe. However, the sewer connection will be water tested for leaks. The Contractor shall provide the inflatable plug for the water test. The plug must be inserted into the 6-inch stub so that the connection to the existing stub is water tested. 4. The District parking lot must always be accessible for District customers and the general public. The Contractor shall maintain, at least, one lane for access or egress. While access or egress is limited to one lane, the contractor shall provide labor to safely direct customers and the general public into or out of the parking lot, between the hours of Monday through Friday, 7:30AM to 4:30PM 5. Replace the original Bid Proposal sheet with the attached Bid Proposal Sheet dated May 2, 2023. The attached Bid Proposal is for the Contractors use in submitting the proposal.
